Description
Reivsion 1.0: This revision to the Special Notice of Intent to Brand Name Sole Source updates the original scope of work to include the SKU number for Webreports Extensions (LL-WEBRPTWFEXT), and changes the acquisition strategy from open market to GSA. The United States Army Medical Research Acquisition Activity (USAMRAA) intends to compete a brand name sole source requirement for OpenText Content Server (The brand name LiveLink has been changed to Content Server for continued license maintenance for current LiveLink user licenses), using the federal supply schedule (FSS) via the General Services Administration (GSA) eBuy in accordance with (IAW) FAR 8.405-6(c), and under the authority of the Multiple Award Schedule (see 8.401). This is a letter of intent for a brand name sole source for Open Text Content Server (CS) Software Maintenance Renewal in support of the Medical Research Materiel Command (MRMC) elT PMO's Electronic Data Management System (EDMS). Upgrades are to be included as part of the continued maintenance (already inclusive of the upgrade from version 9.7.1 to version 10). Maintenance is currently provided for Livelink ECM Enterprise Server 9.7.1/CS 10 per contract # W81XWH-09-P-0128, and Webreports extensions under contract W81XWH-12-P-0473. A new contract is needed to continue providing support to end users throughout the Command. Livelink has been used throughout the Command since 2006 as a collaboration tool supporting both workflow communications and clinical research. The workflows are used to automate the routing of standard tasks associated with the management of medical research activities and business processes throughout the Command. The high level of customized workflows that meet USAMRMC business needs would require extensive rework for any other product. This acquisition is for the continued maintenance of a major enterprise system to maintain current capabilities. Required License Structure to be maintained: The Open Text Maintenance Renewal shall provide maintenance only for the currently owned products listed below which collectively provide the current capabilities and modules to the elT PMO. 2000LiveLink ECM WebreportsClient Licenses S-PSOWEBRPT 2000LiveLink ECM Regulated DocumentsClient Licenses S-LLPGECMRDOCS 2000LiveLink ECM Privacy PanelClient Licenses S-PSOPRVPNL 2000LiveLink ECM Document Mgmt SolutionClient Licenses S-LLPGECMDM 2000LiveLink ECM ClassificationsClient Licenses S-LLINTELLCLASS 1 LiveLink ECM Object ImporterServer License S-PSOOBJIMP 1 LiveLink ECM Object Importer Records MgmtServer License S-LLPGECMRDOCS 1 LiveLink ECM Security Clearance ModuleServer License S-LLRMSECURITY 2 AdLib eXpress Server Professional EditionServer Licenses S-ALBEXPRO 2000Webreports Extensions for WorkflowClient Licenses (LL-WEBRPTWFEXT) Maintenance requirements: The Open Text License maintenance must meet the following: 1.Technical Assistance (online/phone support) with development engineers and customer support specialists during standard normal business hours (7 AM to 6 PM) workdays (Monday- Friday) as long as the product is being used by the Army. 2.Feature enhancements and new product releases 3.Security patches, fixes and configuration -specific update recommendations 4.Technical Resources, alerts and proactive support tools Key functionality that must be maintained: 1.Must be compliant with Title 21 of the Code of Federal Regulations (CFR), Part 11 requirements. 2.Must be upgradeable to the most current version of the product (currently Content Server 10). 3.Must be available through the Web. 4.Must allow users to automate business processes through use of workflows and other techniques. 5.Must allow users to query the database to deliver reports to recipients. 6.Must allow users to be able to manipulate the database using forms and reports. 7.Must allow users to customize the look and feel of the user interface. 8.Must allow users to perform document management activities such as create, edit and store all types of documents. 9.Must allow users to integrate their desktop into the Livelink product. 10.Must allow users to add, edit, and delete documents using a familiar desktop 'Windows Explorer' type interface. 11.Must provide the users with version control and audit capabilities for each object in the system. 12.Must allow permissions to apply down to the detailed document level. 13.Must allow objects to be stored in an external file storage location. 14.Must be able to provide full -text indexed searching for all documents. 15.Must be capable of sending email notifications of specific key interest areas and events within the system. The North American Industry Classification System (NAICS) for this requirement is 541519 and the size standard is $25M. This announcement constitutes the second notice by the government; an RFQ will be posted on GSA eBuy, and a written solicitation will not be issued on FBO. This notice is a revision to the prior notification dated 08 August 2013. This revision includes an update to the scope of work, and provides updated information on the acquisition strategy (use of FSS). All sources that believe they are eligible to provide these items must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below the purchase will be solicited as a brand name requirement without further remark.
