Description
NASA Langley Research Center (LaRC) intends to negotiate a sole source contract under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, with ITT Space Systems Division, 1919 W Cook Road, Fort Wayne, IN 46818 to provide research, technology, design, development, test and evaluation support of an instrument based on a multifunctional fiber laser, to remotely measure atmospheric content of CO2 from space using lidar remote sensing for the Active Sensing of CO2 over Nights, Days, and Seasons (ASCENDS). NASA intends to issue a five-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract. NASA LaRC has partnered with ITT over the last 8 years, as the only source capable of producing the key measurements to meet the ASCENDS mission concept. NASA LaRC has a need to further extend the capabilities of ITTs proprietary measurement technology,Multi-function Fiber Laser Lidar (MFLL), with a demonstrated capability of measuring atmospheric CO2 to further develop, improve, and enhance the measurements of atmospheric CO2.ITTs unique knowledge of the ASCENDS mission and capability to provide the supplies and research services by virtue of its proprietary instrumentation and knowledge make ITT the only source capable of providing the necessary services within the timeframe required and without substantial duplication of cost. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. eastern standard time on December 11, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
