Description
The Explosive Detection Equipment Program at the Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), Indian Head, Maryland is requesting information on ground-based multispectral and hyperspectral imaging systems capable of detecting explosives at a standoff distance for participation in a comparative test and evaluation event during the summer of 2014. These ground-based systems shall enable the detection of trace and/or bulk quantities of explosive material at a standoff distance either in a fixed checkpoint type scenario or used as a handheld type system. This market survey solicits vendors' information that fully explains their existing technology features, capabilities, and performance. Information on commercial and integrated, developmental systems (hardware and software with detection algorithms) designed for standoff explosive detection is requested. Developmental systems will need to be available for field evaluation during the summer of 2014. SUBMISSIONS: Information may be provided in the form of white papers, power point presentations, brochures, and specifications sheets. Please limit your response to fifteen (15) pages. Interested firms/research entities are encouraged to provide submissions electronically to Robyn Moore (robyn.moore@navy.mil). Replies must be received no later than 2:00 PM EDT, January 6, 2014. Please include the solicitation number in the email subject line. Each submission must include a cover page. The cover page should include the business name, solicitation number, unique title, technology area(s), names, addresses, telephone numbers, and email addresses of technical/business points of contact. This announcement serves to survey product availability, and is NOT a formal solicitation and is NOT a Request for Proposal. The intent of this synopsis is to solicit information for market research and for planning purposes ONLY, and is not to be construed as a commitment by the Government. Our intent is to test and evaluate technologically mature equipment. All data received in response to this request for information announcement that is marked or designated as corporate or proprietary information will be fully protected from release outside the Government. The Government will not reimburse respondents for the cost of submitting information. Please address all business questions relating to this announcement to Robyn Moore (robyn.moore@navy.mil). Technical Description Format System Information : Name and Model System Photographs and Diagrams Technology : A brief description of the technology used by this product System Parameters : Provide specifics on the system such as modes of operation, standoff distance, spectral range, explosives detected, limits of detection, source(s) of illumination, size, weight, and power requirements Limitations/Hazards/Special Requirements : State any special limitations, hazards and/or special requirements such as laser hazards or cryogenic cooling Special Features/Capabilities : Summarize any special features or capabilities not contained herein that improve the overall ability of the equipment to detect explosives at a standoff distance. Validated Test Results : Summary of vendor and/or third party certifications and/or documented results of testing System Evaluation Support Costs: Estimate of cost for vendor support for one week (5 day) field evaluation of system, nominally in Washington DC metro area. Include cost for the vendor to operate the system and provide a data analysis report.
