Description
NASA/GRC plans to issue a Solicitation requesting Standard Form (SF) 330, Architect-Engineer Qualifications for A-E services at National Aeronautics and Space Administration, Glenn Research Center (GRC), Lewis Field, Cleveland, Ohio and the Plum Brook Station, Sandusky Ohio, as well as several other NASA locations throughout North America. The desired Architectural/Engineering (A/E) Services are to support its capital improvement projects at several locations. The services required are for projects having construction estimates typically in the range of $500,000.00 to $10,000,000.00. The A/E services include the preparation of engineering task plans, design plans involving multiple discipline engineering, construction specification generation, environmental assessment/remediation design and fire protection design, preparation of conceptual engineering studies and final designs.Final designs typically include multi-discipline field investigation, engineering and drafting, implementation planning, construction bid documents preparation and cost estimating. The disciplines required include project management, architectural, civil, structural, mechanical, and electrical engineering. Engineering project management experience shall include the ability to lead teams (multi-disciplined and cross organizational) and control cost, quality of work and compliance with performance schedules.Demonstrated cost control for both design and construction is desirable. That is, clear requirements are defined prior to final design to minimize scope changes, designs support accurate construction estimates that result in bids within budget, and during construction field change orders are minimized.On an option basis Construction phase Management services may be also required, including but not limited to contractor Requests For Information (RFI) responses, site visits, LEED AP services, monthly reports, payment application reviews, BIM model updates and record drawings. GRC intends to award multiple Fixed Price Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts in accordance with the Brooks Act as implemented in the Federal Acquisition Regulation (FAR) Subpart 36.6. The awarded contracts will have a five year performance period, which includes a One (1) Year Base and the potential to have up to Four (4) One (1) year options. The guaranteed minimum amount of work which may be required under each contract is $1,000.00. The maximum amount of work which may be required under each contract is $15,000,000.00. The Government does not intend to acquire a commercial item using FAR Part 12. The procurement will be 100% SMALL BUSINESS SET-ASIDE. The North American Industry Classification System (NAICS) code is 541310 with a size standard of $7 million in three-year average annual receipts for determining whether or not a business is small. All responsible sources may submit a SF 330 which shall be considered by the agency. The anticipated date of the solicitation requesting SF 330's from all interested parties is on or about December 20, 2013. The anticipated final day for receipt of SF 330's will be on or about January 20, 2014. The anticipated contract award date is May 5, 2014. NASA Clause 1852.215-84, Ombudsman, is applicable. The Solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA Business Opportunities home page is http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin=. Prospective respondents shall notify this office of their intent to submit a SF 330. It is the respondent's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential respondents will be responsible for downloading their own copy of the solicitation and amendments (if any).
