- F-35 Weapons School Complex: Design and build a 48,000 square foot facility to provide operational training facilities to support the advanced training of RPA (remotely piloted aircraft) pilots and sensor operators at Nellis AFB. The RPA Weapons School includes sensitive compartmentalized information facilities (SCIF) spaces, classrooms, auditoriums, space for ground control station (GCS) and training simulators. The RPA Weapons School will be sited adjacent to the existing Weapons School, and there are plans for a future F35A Weapons School to be located nearby. Building shall be two stories and consist of structural CMU exterior walls, reinforced concrete and standing seem metal roof. Building will contain several different classified network systems with secure server rooms. Most of the building is a SKIF and there are interior secure facilities within the SKIF. Project also includes site utilities including upgrades to the Base main utility system, landscaping, parking and other site work. Project will designed in BIM, be sustainable, meet all federal energy reduction requirements and will be required to be LEED certified Silver. Project must comply with all ATFP requirements. Design shall be based on Air Force Dorm Standard as well as the Nellis Air Force Base Design Guide. THIS IS AN UNRESTRICTED BEST VALUE TRADE-OFF. Both a technical and a price proposal will be required. The Technical Evaluation Factors for this procurement are Section 00110, entitled Submission Requirements and Instructions. It is the Government's intent to award based on initial offers without discussions; therefore, the offeror(s) shall provide their best technical and price proposals. There will be one pricing schedule for this project with a Performance Period of 720 days after receipt of Notice to Proceed (NTP). This procurement is subject to Clause 52.219-4 NOTICE OF PRICE EVALUATION PREFERENCE FOR HUBZONE SMALL BUSINESS CONCERNS. The North American Industry Classification System (NAICS) code 236220, Commercial and Institutional Building Construction, $33,500,000.00 average annual gross revenue for the last three (3) fiscal years. Estimated cost range of the project is between $15,000,000.00 and $30,000,000.00. The solicitation will be made available on/or about December 16, 2013. All proposals will be due on/or about February 11, 2014 at 2:00 P.M. PST. This is to notify all potential offerors: Solicitation No. W912PL-14-R-0001 and all amendments for this acquisition will be posted on FedBizOpps (FBO) (www.fbo.gov). THE GOVERNMENT INTENDS TO ISSUE THIS SOLICITATION AND ALL AMENDMENTS THROUGH THE USE OF THE INTERNET (WEB ONLY). No additional media (CD Roms, Floppy Disks, Faxes, or Paper) will be provided unless the Government determines that it is necessary.
