- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid-Atlantic is seeking Small Businesses, Service-Disabled Veteran-Owned Small Businesses, certified HUB Zone Small Businesses, and certified 8(a) Small Disadvantaged Businesses with current relevant qualifications, experience, personnel and capability to perform the proposed contracts. NAVFAC MIDLANT anticipates awarding a Design/Bid/Build construction contract for Naval Station Newport in Newport, Rhode Island. Project title is Repairs to Mahan Hall, Building 3 Coasters Harbor Island (CHI) at the United States Naval War College. General Work Requirement: The Contractor shall provide all labor, supervision, materials, equipment, tools, parts, supplies, and transportation, to perform all of the services described in the plans and specifications. This project shall include, but not limited to the following: 1. Remove and replace roof, including sloped slate and low slope roof, flashing and roof hatches.Repair skylights. 2. Remove and replace existing storm windows and provide repairs to wood frame windows. Repair and refinish historic exterior wood doors and replace exterior hollow metal doors. 3. Repoint, patch and repair exterior granite walls and paint exterior trim. 4. Reconfigure layout and floor plan modifications to meet the needs of the end users. Include updated Egress Plan. 5. Demolish and provide elevator with access from DeWeldon Walkway to all levels. 6. Provide mechanical shade for Reading Room skylight. 7. Replace all interior doors. Revise door swings as required for egress. Include door hardware to meet ADA criteria and include access control system for the Entrance Facility and integrate it with the existing Electronics Security System. 8. Refinish decorative items (scagliola columns, water damaged bookshelves, etc.) 9. Reinstall shelving and column supports in the Stacks area. 10. Provide point water heating at each toilet room, replace fixtures in toilet rooms and janitor closets and replace all above ground galvanized drain, waste, & vent piping with cast iron. 11. Provide sprinkler systems, fire alarm and mass notification system throughout Mahan Hall. Include smoke detectors in storage and electrical spaces, HVAC shutoffs from the fire alarm panel and water line, valve, and tapping sleeve for sprinkler system. 12. Hazardous Materials Abatement: Replacement or repair to match existing finishes affected by all work. Abate asbestos containing materials (ACM) in the basement in its entirety and at exterior doors to be replaced. 13. Upgrade HVAC to meet end users needs and increase energy efficiency. Include installation of Direct Digital Controls (DDC) with modifications to the existing controls in Building 1 and 686.Provide additional air conditioning to areas of 1st floor, Museum area and new exhaust ventilation for toilet rooms. 14. Upgrade electrical system to meet end users needs and to support HVAC upgrades. Include replacement of circuit breaker panel boards and fused panel boards, associated feeders and branch circuits wiring throughout the building. Replace existing lighting with energy efficient lighting and controls. Provide integrated emergency lighting. Connect generator to Pringle Hall. 15. Remove and replace entire telecommunications infrastructure (voice, data and cable TV) 16. Upgrade site drainage. Provide storm catch basins, roof drain connections and minor grading around building.Provide foundation waterproofing. 17. Provide roof mounted lightning protection. The magnitude of this project is between $5,000,000 and $10,000,000. All Service Disabled Veteran (SDV) Small Businesses certified HUBZone Small Businesses, certified 8(a) small businesses, and other certified Small Businesses are encouraged to respond. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government ™s best interest. This office anticipates award of a contract for these construction requirements by June 30, 2014. The appropriate NAICS code for this procurement is 236220 Commercial and Institutional Building Construction and the small business size standard is $33,500,000. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. This synopsis is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and ultimate issuance of an award. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. It is requested that interested small businesses submit to the contracting officer a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the requested services. The documentation shall address, as a minimum, the following: (1) Relevant Experience to include experience in performing efforts of similar value, size, and scope within the last five (5) years including contract number, indication of whether your firm acted as a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract relates to the technical requirements described herein. (2) Company Profile to include the following: 1. Number of employees. 2. Office location(s). 3. Available bonding capacity per contract. 4. DUNS number. 5. CAGE Code. 6.
