- Description
- The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) is seeking sources capable of providing new DC servo-amplifiers to be used in the NEXRAD WSR-88D Antenna Positioning System that is a form, fit, function, replacement of the legacy servo-amplifier, and is compatible with the existing servo motor and servo choke. Each servo-amplifier is interchangeable between axis (Azimuth and Elevation) and shall be designed to accommodate this function. NOAA is not seeking vendors to design, develop, and then produce this requirement; we are seeking vendors already capable of proving a working solution. NEXRAD (Next-Generation Weather Radar) is a network of 168 high-resolution Doppler weather radars operated by the National Weather Service (NWS), Federal Aviation Administration (FAA), and the U.S. Air Force (USAF). NEXRAD detects weather events and is the primary detection system used by the NWS to support issuance of severe weather warnings, and used by the FAA and USAF to support safety of flight operations. The WSR-88D Radar Operations Center (ROC) is responsible for complete life-cycle support of the radar network including system engineering, configuration management, and logistics analysis and support. The contractor shall be capable of providing up to 430 DC Servo Amplifiers. It is anticipated that initial delivery will consist of 28 Low Rate Initial Production (LRIP) units, followed by up to 400 production units. In addition, test units may be required to be submitted as part of the proposals. Required specs will be provided with the solicitation. All dates listed below are tentative; official dates will be provided when the solicitation is released. TENTATIVE SOLICITATION ISSUE DATE: December 13, 2013 TENTATIVE PROPOSAL DUE DATE: January 9, 2014 ANTICIPATED AWARD DATE: January 31, 2014 PERIOD OF PERFORMANCE: LRIP units are to be delivered 30 days after contract award and will be tested for six months. Production lots are to be delivered six months after successful testing of the LRIP units. An optional CLIN for increased quantity will be included as well. CONTRACTOR REGISTRATION: To be eligible for award, a contractor must (1) be registered in the System for Award Management (SAM) at www.sam.gov. All offerors must have a Dun & Bradstreet Data Universal Numbering System (DUNS) identifier. A DUNS number may be acquired free of charge by contacting Dun & Bradstreet at (800) 333-0505 or online at http://fedgov.dnb.com/webform. All responses to this notice may be submitted via e-mail to Chad Hepp, Contracting Officer, at Chad.M.Hepp@noaa.gov. The phone number for the Contracting Officer is (303) 497-3443.
