- Bid Schedule Item List This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and in conjunction with FAR SubPart 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This synopsis solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-70 dated 30 September 2013, DFARS change notice 20131118, and Air Force Acquisition Circular 2013 Baseline. This solicitation is a Request for Quotation (RFQ), reference number CW20131127. Submission of written quotes must be in accordance with FAR 52.212-1, Instructions to Offerors, Commercial Items. Verbal offers will not be accepted. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer is conforming to the solicitation, and will be most advantageous to the Government (Best Value). Best Value Determination: The technically acceptable, lowest priced quote will be determined to represent the best value. A quote is considered technically acceptable if it includes verification of an offeror's ability to service HP equipment with HP parts, i.e. HP partnership agreements or certifications. If the lowest priced submission does not meet the technical criteria described in the solicited item description, the Government reserves the right to evaluate the next lowest priced submissions until it has determined a technically acceptable submission. The evaluation will stop at the point when the Government determines an offeror to be technically acceptable with the lowest evaluated price, because that offer will represent the best value. Award will be made to the responsible vendor whose quote is the lowest evaluated price among technically acceptable quotes. Only technically acceptable quotes are eligible for award. The Government intends to award a contract without discussions with respective vendors/quoters. The Government, however, reserves the right to conduct discussions if deemed in its best interest. The Government requires performance of this work on Lackland AFB, TX 78236, and the quote must be valid for 60 days. The anticipated performance period is from the date of award, on or around 16 December 2013, through 30 September 2014. This is a 100% Small Business Set Aside. Only quotes submitted by small business concerns will be accepted by the Government. The North American Standard Industry Classification System (NAICS) code is 541511 with a small business size standard of $25.5 million. Description: This requirement is for Hewlett-Packard hardware/software warranty and support services. The successful contractor will be required to provide all personnel, equipment, transportation, etc., necessary to warranty and support all hardware and software in the attached item list and bid schedule. The attached item list includes all pieces of equipment that require coverage. The attached bid schedule includes a breakdown of the CLIN structure and the types of coverage requested. Failure to submit a complete quote with all CLINs priced may result in rejection of the offeror's quote. FOB: Destination To be eligible to receive an award resulting from this RFQ, the apparent successful offeror must be registered in the System for Award Management (SAM), https://www.sam.gov/ and registration must be current, no exceptions.
