14SNB30_spec note This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this sources-sought announcement as part of market research of 360 Degree Panoramic Capability. Naval Surface Warfare Center, Crane Division located at the Naval Support Activity, Crane, IN is looking for companies with the capabilities and facilities to provide Commercial Off-The-Shelf (COTS), Non-Developmental Items (NDI), or near NDI, for a system that can enhance the capability of an existing gimbal electro-optic system to allow 360 degree panoramic situational awareness. A system is required to enhance the operation of an installed Electro-Optics on a maritime surface craft. The gimbal provides surface craft with a day/night infrared capability to augment existing radar sensors by imaging enemy forces on land, at sea, and in the air, particularly during periods of darkness and poor visibility. A documented capability deficiency exists in the ability for the electro-optics system to provide persistent 360 degree situational awareness. Due to Government modifications to the existing gimbal, additional sensors cannot be utilized to achieve this persistent 360 situational awareness. This must be accomplished using the craft organic sensor video signal. This announcement intends to identify technology solutions that utilize the existing onboard system and enhance the ability of the operator to view a persistent 360 azimuth video image. The following requirements should be considered as the minimum capability of any proposed system: - An analog video source will be provided as the source video - The gimbal can be placed in a scan mode via software command or manually - The gimbal has slew rates from 0 to 140 deg/sec in azimuth - The system will provide video image stabilization due to craft motion - The systems will operate on 24VDC - The system will not modify the existing electro-optic system - The system will work with both day and infrared video signal - The system will not weigh more than 14 lbs - The system shall be limited to 12"D x 11"W x 5.5" H - The system shall be able to select the Region of Interest via a track/mouse ball using serial interface Companies are encouraged to provide production capability information as well as anticipated production timelines based on order quantities of: 1 to 3 units. All interested parties are encouraged to submit company and product literature, white paper, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior testing, test reports, and an estimated cost for price of test articles and production units, for the Government's consideration by 5:00 PM Eastern Standard Time on 20 December 2013. The white paper shall be limited to 5 pages. Responses from Small and Small Disadvantaged Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement.
