Description
Platform Information Technology (PIT) Certification and Accreditation Request for Information (RFI) 1. Description: The C/KC-135 Contracting Branch, AFLCMC/WKKP at Tinker Air Force Base (TAFB), is issuing a Request for Information (RFI) for market research purposes. The United States Air Force (USAF) is requesting information on industry sources capable of completing an Information Assurance Platform Information Technology (PIT) Certification and Accreditation (C&A) package for the C/KC-135 Platform. 2. Purpose: The purpose of this RFI is to solicit industry sources that have completed similar C&A packages for other USAF platforms. Disclaimer: This RFI is issued solely for informational and planning purposes and tailored requirements. It does not constitute a solicitation (Request for Proposal (RFP) or Request for Quotations (RFQ)) or a promise to issue a solicitation in the future. As stipulated in FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not seeking proposals at this time. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. Respondents are advised that only an Air Force Contracting Officer is legally authorized to commit the Government to the obligation of funds. Respondent's participation in the RFI will not affect their company's position during any solicitation, nor will this RFI be used as criteria for the prequalification of respondents for future solicitations. The Government requests that non-proprietary information be submitted in response to this RFI. However, should proprietary information be submitted, it should be marked "PROPRIETARY", and will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. 3. Program Background The C/KC-135 aircraft has been designated as a PIT system through the PIT determination process. With this designation, the process of completing a PIT C&A will be initiated. The following Activities are required to be completed as part of the C&A (Reference the Information Assurance PIT Guidebook, 20 Dec 12, Prepared by the AF PIT Working Group, obtained from AFLCMC/EZAS, Cyber Security Group, 2145 Monahan Way, WP AFB, OH 45433-7017): - Activity 2: Architectural Analysis - Government Completed - Activity 3: Requirements Analysis - Seeking Contractor Completion - Activity 4: Risk Identification - Seeking Contractor Completion - Activity 5: Risk Analysis - Seeking Contractor Completion - Activity 6: Risk Management Planning and Mitigation - Seeking Contractor Completion - Activity 7: Create the System Approval Briefing for the DAA - Seeking Contractor Completion The C/KC-135 System Program Office (SPO) upon completion of the package will provide the Government Certifying Authority (CA) and Designated Accrediting Authority (DAA). 4. Requirements: The industry sources that can complete the PIT C&A package following prescribed activities must: - Have completed a PIT C&A package on a USAF Platform - Be able to complete Activity 3 through Activity 7 listed above for the C/KC-135 Platform - Work with the Government Point of Contact (POC) in the C/KC-135 Program Office to complete the activities - Provide all documentation to the C/KC-135 Program Office Interest Parties Should Include the following information in their response: - Provide a brief, technical description of your firm's capability to prepare the proposed documentation and conduct the required activities (Working with the Government POC is critical to successfully completing this task - Respondents may use or propose commercial processes or existing government sources to provide the best solution using best processes and practices to reduce cost and schedule - Briefly explain any previous or current products for government/civilian customers similar to what this RFI addresses - Provide information detailing the availability of personnel to complete the process and include timelines from start to delivery of all documentation - Proprietary cost information may be provided in a separate document appropriately marked from the response as described above. Respondents should provide cost estimates categorized as follows: o Cost and schedule required to complete the C&A process o Cost and schedule for each of the activities requested Additional Information Requested In Response: - Company Name and Address - CAGE Codes (if available) - Point of Contact - Business Size (i.e. Large/Small business, Small Disadvantaged Business, 8(a) concerns, Minority owned entity - U.S. or Foreign Owned Entity Responses must be received no later than 60 days from receipt of this document. ** NOTE** Contractor must be registered with Central Contractor Registration to be eligible for contract award or payment from any DOD activity.
