Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions9609 Medical Center Dr RM 1E144, Bethesda, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI) plans to procure on a sole source basis with The Institute of Risk Assessment Scinces (IRAS) at the University of Utrecht, Yalelaan 2, 3584 CL, Netherlands to obtain Industrial hygiene support for occupational epidemiology studies. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 541990 and the business size standard is $14 million. It has been determined that there is no opportunity to acquire green products or services under this contract. The Occupational and Environmental Epidemiology Branch (OEEB) within the National Cancer Institute (NCI) carries out studies of occupation and environment-related risk. These studies include retrospective assessment of historical exposures through industry and questionnaire-based evaluations; on-site evaluation of exposures through air, dermal and biological monitoring; and evaluation of early biologic effects and genetic susceptibility. NCI has an urgent need for continued senior level industrial hygiene support with specific expertise in epidemiologic applications of industrial hygiene to meet critical needs on five major research areas: 1)-studies of workers exposed to diesel exhaust (Diesel Studies), 2)-studies of benzene exposed workers in China (Chinese Benzene), 3) studies on formaldehyde exposed workers in China, 4)-a study on indoor air pollution and lung cancer (Qujing Lung Cancer Study) and 5) a study on risk factors for lymphoma (Asialymph). See attached draft Statement of Work for details. IRAS has extensive and unique experience, from working on previous related requirements in the relevant areas. IRAS has worked on the aforementioned studies for the past 6 years and contracting with another source would result in degradation of the studies due to loss of historical knowledge, would threaten data integrity, would lead to substantial delays and would leave the NCI unable to complete the mentioned projects and unable to answer concerns raised by stakeholders. The period of performance for the proposed award is one (1) year base with two (2) One-Year options. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities and/or quotes. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on December 11, 2013. Electronic capability statements/quotes will be accepted or an original and one copy can be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
