- Description
- The United States Environmental Protection Agency (USEPA), Office of Research and Development (ORD), with 13 locations across the United States, has a requirement to outsource the management of the Student Services Contracting Authority (SSCA). This requirement is limited to participation by institutions or Non-Profit Organizations in accordance with the Consolidated Appropriations Resolution for 2003 (P.L. 108-7). A teaming arrangement of these types of organizations may be considered. This is a new requirement, there is no incumbent contractor. The Contractor shall provide support through student service providers performing research or administration services to the Agency under a personal service relationship through Agency issued task orders. The contractor shall handle all personnel administration, recruitment, and termination of the selected individuals based on the EPA?s selected administrative, technical and research requirements. The anticipated volume of support for this requirement is no less than 10 and no more than 250 students throughout the United States in any given 12 month period, with an anticipated maximum of 1,250 students over the entire 60 months. The duty locations of the students may be at any of ORD's Laboratories, Centers, Offices, or remote field locations throughout the United States. The contract will explicitly state that the contractor agrees to a personal services relationship between its employee(s) and the ORD personnel. In addition, the contract shall also state "the contracto r understands and agrees that its employees under the ORD contract will be considered federal employees for compensation of travel, work injuries and tort claims as set forth in the statutory authority and all applicable clauses will be included in the contract." A draft version of the Performance Work Statement is posted on the RTP Procurement Operations Division website at http://www.epa.gov/oam/rtp_cmd/. It is the Government's intent to award an Indefinite Delivery/Indefinite Quantity contract from this solicitation with an anticipated ordering period of five-years. The Government intends to issue firm-fixed price Task Orders. The applicable NAICS code is 541990, All Other Professional, Scientific, and Technical Services. The solicitation is expected to be issued on or about February 2014. Proposals will be due approximately 30 days after issuance of the solicitation.
