- This is a Request for Information (RFI) Only. This request for information is for planning purposes only and SHALL not be considered as a Request for Proposal (RFP), or as an obligation on the part of the Government to acquire any products or services. NO FORMAL solicitation document exists at this time. The Technology Applications Office has a requirement to outsource Standard Definition (SD), High Definition (HD), Full Motion Video (FMV), Signals Intelligence (SIGINT) and Measures Intelligence (MASINT) capabilities to support Command, Control, Computers, Communications, Intelligence, Surveillance, and Reconnaissance (C4ISR) video efforts including integration, engineering, fabrication, and infrastructure architecture support to the commercial sector. This requirement is focused on two primary categories: 1) Ensuring the government provides superior Command and Control (C2) video tools and collaboration capabilities and 2) providing infrastructure solutions capable of distributing SD and HD products throughout the government's C4I enterprise. The purpose of this RFI is to identify potential sources which possess the following: 1. The ability to demonstrate a thorough knowledge and working relationships/integration efforts with multiple industry leaders in SD and HD hardware and software video solutions. 2) The ability to provide engineering and architecture support in formulating and documenting the way ahead for utilization of video collaboration and ISR distribution capabilities as a primary Command and Control (C2) media for Special Operations Forces (SOF). The vendor must also demonstrate a thorough understanding of SOF ISR distribution architectures and capabilities and video collaboration teleconferencing techniques. 3) Demonstrated ability in C4ISR, SD and HD video consultation and documentation service. 4) Demonstrated firsthand experience in engineering solutions and integrating multi-vendor provided video encoders, engineering and integrating communications distribution systems, and a full understanding and expert knowledge of the existing and planned DoD video infrastructure and architecture. 5) The ability to integrate, package, operationally test, and deliver C4ISR video packages to SOF as required. Example: Haivision and Optibase encoders to encode and transmit FMV, Video TeleConferencing (VTC) and desktop video. 6) The ability to provide C4ISR engineering, ISR architecture, and project management support directly related to Special Operations Forces (SOF) manned ISR assets and Remotely Piloted Vehicles (RPV) including Predator, Global Hawk, Gray Eagle, Reaper, and tactical RPV's. The vendor must possess engineering and architecture expertise in current and future manned and RPV capabilities and initiatives. 7) Demonstrated firsthand experience in manned and RPV communications systems (command link and distribution), and a full understanding and working knowledge of the existing and planned DoD infrastructure and architecture. 8) The ability to provide engineering and C4I ISR architecture support directly related to SOF and DoD fixed wing, manned ISR platforms. The vendor must possess first hand engineering and architecture expertise in line of sight ISR distribution techniques (JTCITS/ROVER) and Beyond-Line-Of-Sight (BLOS) INMARSAT and Ku Spread Spectrum (KuSS) architectures. The vendor must possess a thorough knowledge of the Global Broadcast system (GBS) and the Digital Video Broadcast Return Channel Satellite (DVB-RCS) beyond line of sight (BLOS) ISR distribution capabilities. 9) The ability to integrate, package, operationally test, deliver and support C4ISR kits to SOF as required. Example: Ability to integrate KuSS, VORTEX or ROVER devices into communications shelters, onto ground, maritime and airborne mobility platforms, or tactical packaging efforts for standalone C4ISR capability. THIS IS NOT A REQUEST FOR PROPOSAL. This information will be used for market analysis to determine what currently exists. This notice should NOT be construed as a request for proposal or any obligation on the part of the U.S. Government. No award will be made from this announcement. The applicable North American Industry Classification System (NAICS) code assigned to this RFI is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. Parties purporting to have the requisite credentials MUST furnish as an electronic response (no more than 10 pages and marketing material is not a sufficient response to this RFI) their capabilities information including experience and familiarity with providing the stated services above. The information must be clear, concise, and complete and shall include at a minimum: name, address of firm, the current facility clearance and the business size / ownership of business. In addition to your statement of capabilities, please provide contract references in the past five years relevant to the requirement to include: contract number, agency supported, whether or not you were a prime or subcontractor, delivery date or period of performance, original contract value, final or current contract value, technical monitor with phone/fax number, POC with current phone/fax number, and a brief description of the effort.
