Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis solicitation for The US Army Medical Research Acquisition Activity (USAMRAA), which has a requirement for Military Health Systems (MHS) web based Patient Safety Reporting (PSR) Commercial Off-The-Shelf (COTS) solution with code maintenance activities and configuration and Application Support of the PSR solution for the Defense Health Agengcy (DHA) - Defense Health Services Systems (DHSS) Program Executive Office (PEO) Clinical Support Division. This requirement will be conducted using full and open competitive proced ures. A single award Firm Fixed Price (FFP) contract is contemplated. The anticipated period of performance for the base year, inclusive of a one (1) month transition in period, is 01 March 2014 through 30 September 2014. The contract will have one (1) 12 month option year. The successful Contractor will provide the necessary expertise to deliver a web-based automated PSR system. The Contractor's expertise shall consist of a strong background and experience in the health care field of patient safety software development, Capability Maturity Model Integration (CMMI) practices, and DoD information assurance and security requirements. The Contractor shall support the migration of PSR COTS solution during its Capacity Services transition. Evaluation criteria are Technical/Management Approach, Past Performance, and Business/Cost. Questions may be No Later Than 16 December 2013 at 12:00 p.m. Eastern Time. Follow-up/additional questions will not be accepted after this date. Answers to submitted questions will be provided to all prospective Schedule Holders via RFQ amendment. Quotes shall be electronically submitted No Later Than 3 January 2014 at 12:00 p.m. Eastern Time. Offeror shall submit a Price Proposal in the format of the Pricing Sheet and completed Section B of the Solicitation. The Government intends to award a Firm-Fixed Price (FFP) contract for this requirement. Offeror's submission should include two separate parts: a Cost/Price section and a Non-Cost/Price section. The Non-Cost/Price section shall be submitted in MS Word or searchable PDF format. The Cost/Price section shall be submitted in MS Word or MS Excel 2007 or higher, but not greater than MS Word or MS Excel 2007 format. Section B of the Solicitation shall be completed and submitted. The firewall utilized by the Government contracting office does not authorize or accept zip files. This is a single source award; however the bidder's quote will be evaluated to ensure the Government receives a technically acceptable award at a fair and reasonable price. The selection for award will be based on the following equally important non-cost/price factors: (1) Technical Approach; (2) Past Performance.
