- This COMBINED SYNOPSIS/SOLICITATION is being amended to respond to questions received: The solicitation requires the offerors to submit a technical proposal and a price proposal by December 6, 2013 at 2 PM EST. Question #1 : Are you going to provide us with a list of questions for the technical proposal? Usually with RFPs, we receive a list of questions that will form the body of the technical proposal. Response #1: The only questions we will have are those submitted by potential bidders. For all questions that are received, responses will be posted via a solicitation amendment after 2PM EST November 29, 2013 or within the next 1-2 business days. Question #2: What are the requirements for response length of technical and pricing proposals? Response #2: A response length requirement is not applicable. Question #3: When will the Government make its award announcement and when do you anticipate the subscription to start? Response #3: NLT January 1, 2014 Question #4: Under Technical Evaluation Factors, would you like this written in a proposal format or would you like my team to DEMO our platform to your team of evaluators? Response #4: Proposals should be submitted in written format. Question #5: Will GAO consider a vendor that has coverage for US and Canada only? Response #5: GAO would consider that platform as long as it includes more than the US (even if it doesn't cover every country in the world).
