Statement of Work REQUEST FOR INFORMATION Ogden Air Logistics Complex Hill AFB, UT FA8224-14-R-PAINT 1 NOTICE: This is not a solicitation but rather a Request for Information (RFI) to determine potential sources for information and planning purposes only. This RFI is to determine capability of potential sources and is for informational and planning purposes only. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this RFI. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this request for information. 1.1 The purpose of this RFI is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 332312, which has the corresponding Size standard of 500 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government for the past four years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2 Program Details: The United States Air Force at Ogden Air Logistics Complex (OO-ALC) is conducting market research seeking capable sources to design and build 3 new Paint Booth inserts into existing building 674 for F22 aircraft. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. However, respondents submitting business information pursuant to this RFI should consult 41 C.F.R. part 105-60 and other implementing regulations concerning the release of such information to third parties under the Freedom of Information Act. All information submitted by respondents that they consider confidential and not releasable to third parties outside of the Air Force, and its employees, agents, consultants, and representatives, must be clearly and conspicuously marked. Please see the attached DRAFT STATEMENT OF WORK for a complete description of project requirements. 3 RFI QUESTIONS: The Source Selection Team has developed a list of questions to facilitate discussion and influence the final version of the Request for Proposal. To ensure that your answers and comments are considered in the development of this acquisition, please submit your responses no later than 3 January 2014. Send all responses to Kristin Stoker (primary) at Kristin.stoker@hill.af.mil and SSgt Esteban Bedoya (secondary) at Esteban.bedoya@hill.af.mil with the subject heading ‘Building 674, 3 Paint Booth Inserts RFI'. In addition to your responses to the RFI questions, feel free to include any suggestions, recommendations, questions, or concerns regarding this effort. 3.1 Company info: Name, Address, Phone Number, Cage Code, and DUNS. 3.2 Is your company a small business under NAICS 332312, "Fabricated Structural Metal Manufacturing", size standard is 500 employees? 3.3 If your company is a small business, what subcategories of small business is it, e.g. woman owned? 3.4 The Government intends to use NAICS 332312, "Fabricated Structural Metal Manufacturing". However, the Government is open to other NAICS suggestions that might be a more appropriate fit. Provide justification why another NAICS would be more appropriate. Other NAICS will be considered, but the Government will make the final determination. 3.5 Describe any contracts where you or your anticipated teaming partners have been a general contractor involved with the modification of an aircraft hangar to accept a full aircraft paint booth insert in the last four years. Describe coordination efforts involving modifications of structural, mechanical, plumbing, fire suppression, and electrical systems. 3.6 Describe any contracts where you or your anticipated teaming partners have been involved in the Architectural/Engineering design of a project that integrated a full aircraft paint booth insert into an aircraft hangar in the last four years. 3.7 Describe any contracts where you or your anticipated teaming partners have designed, manufactured, installed, and commissioned a full aircraft paint booth in the last four years. 3.8 Describe any contracts where you or your anticipated teaming partners have designed, installed, tested, and commissioned fire sprinkling systems which includes high expansion foam systems for full aircraft paint booths or aircraft hangars. 3.9 Describe any contracts where you or your anticipated teaming partners have used an independent commissioning agent with experience in commissioning full aircraft paint booth inserts and building systems. 3.10 Describe any contracts where you or your anticipated teaming partners have had experience with construction at Air Force Bases and coordinating with Base Organizations including Civil Engineering, Safety, Bioenvironmental, Environmental Management, Communications Squadron, and Security Police. 3.11 What do you see as the risks to performance, cost, and schedule associated with this effort? Please indicate the severity of the risk (low, medium, high) and its likelihood of occurring. How might the risks be mitigated? CAPABILITY STATEMENT: Responses to the following will determine the feasibility of a total small business set-aside. Please submit your capability statement NLT 3 January 2014.
