- Description
- NASA/JSC has a requirement for radar tracking and analysis of the Antares Orbital-1 mission, utilizing the NASA Diagnostic Radar System. NASA/JSC intends to purchase the services from L-3 Communications Corporation Division,Interstate Electronics Corporation, pursuant to the authority cited in 10 U.S.C.2304(c)(1)and FAR 6.302-1. This requirement is unique to NASA missions; L3/IEC has developed this ability and suite of tools (software and skill set) for radar debris and configuration event tracking. In order to support the current Orbital 1 mission requirements in December 2013, the contractor must have familiarization, training, and tool development prior to the commencement of work. Since the NASA mission support represents a non-traditional use of radars, this prior knowledge and experience is critical to effectively and safely support the currently scheduled mission.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Dec 5, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.
