- The Department of Justice (DOJ) anticipates issuing a solicitation for information technology services in support of a continuing requirement to operate and maintain the Victim Notification System (VNS), a web-based victim information tracking and notification management application that automates the process of informing victims, usually through letters or emails, of the status of their case as it moves through the various stages of the criminal justice process. In addition to the primary system, the VNS includes: an Internet site, called the Victim Internet System (VIS), which allows victims to access information about their case; an automated call center to obtain current information; a backup site which provides access for government users in the event the primary location for VNS is not available; and an Intranet site which is capable of being used for VNS testing purposes and which includes all notification methods (e.g., letter, email, call center, Internet, etc.). The VNS fulfills a legislative mandate promulgated by the Victim and Witness Protection Act of 1982, the Crime Control Act of 1990, the Violent Crime Control and Law Enforcement Act of 1994, the Crime Victims' Rights Act (2004) and the Attorney General's Guidelines for Victim and Witness Assistance. The VNS was originally developed for the Government by AT&T Government Solutions under contract DJJ01-C-0287 and subsequently operated and maintained under contract DJJ09-C-1850 by Project Performance Company, LLC (formerly Project Performance Corporation). The current contract, presently valued at approximately $22M, expires on June 30, 2014. The follow-on requirement includes operation and maintenance of the entire VNS system, the responsibilities for which include, but are not limited to: system development, maintenance and implementation; system startup procedures; system shutdown procedures; system reconfiguration; system backups; system restoration; user account setup, operations and maintenance; system monitoring operations; database/data repository compacting, indexing and cleanup; system report generation; preventative maintenance procedures; system performance optimization; reporting of opportunities for system improvement; maintenance of system network interface diagrams; and system security compliance with DOJ/Executive Office for U.S. Attorneys policy. In addition, the selected contractor will be responsible for problem analyses and resolution as well as evaluations and recommendations for new technologies as they emerge in the marketplace. Supplemental services that may be required in the anticipated contract include but are not limited to user training and system enhancement. The follow-on award will include a one-year base period and up to four 12-month option periods. The applicable NAICS code is 541511 Custom Computer Programming Services and the corresponding small business size standard is $25.5M. In competing this requirement, the Contracting Officer will use the procedures set forth in Federal Acquisition Regulation Part 15, Negotiated Procurement. The solicitation and amendments issued prior to the receipt of proposals will be posted on the Federal Business Opportunities website, www.fbo.gov, on or about December 19, 2013. Interested parties are encouraged to sign up for automated notices on www.fbo.gov in advance of that date.
