The Request for Proposal (RFP) number is HSFE20-14-R-0004. This solicitation is ONLY available on the FedBizOpps.gov webpage at http://www.fedbizopps.gov. The U.S. Department of Homeland Security (DHS)/FEMA, National Emergency Training Center (NETC) has a requirement for Learning Resource Center Support Services located at the National Emergency Training Center in Emmitsburg, MD. The primary service to be performed is: to provide library and information services and products to National Emergency Training Center (NETC) staff and students, the Nation's fire and emergency management community, and members of the general public with an interest in fire and emergency management. The work shall be performed on-site at the NETC, a government facility, in Emmitsburg, MD. This requirement will be set aside 100% for certified Woman-Owned Small Business (WOSB). All offerors must be certified by the Small Business Association as a Woman-Owned Small Business firm. The NAICS code is 519120, Libraries and Archives, and the small business size standard is $14.0 million [average annual receipts for three preceding fiscal years]. Prospective offerors are responsible for downloading the RFP and all attachments. There is a solicitation and five (5) attachments, as outlined in Section J of the solicitation. The incumbent contractor for this requirement is Calique Management Solutions, Inc., 7600 Leesburg Pike, East Building, Suite 400, Falls Church, VA 22043, under contract number HSFEEM-10-C-0001 with a total value of $2,715,931.01 for a base year and four (4) one year options (total of five (5) years). A Request for Information (RFI) was previously issued for this requirement. Please ensure to review the entire solicitation and provide all appropriate responses and documentation as outlined in Section L. A site visit is scheduled for December 16, 2013, 1:00 p.m. (EST), at the National Emergency Training Center (NETC), Learning Resource Center, 16825 South Seton Avenue, Emmitsburg, MD 21727. If you plan to attend, it is required that you fax or email your company name and the names of all persons who will attend the site visit by 2:00 p.m. on December 13, 2013. No more than three (3) representatives per potential offeror will be admitted to the site visit. NOTE: Only one site visit will be conducted. No questions will be entertained during the site visit. Any questions shall be emailed or faxed to the Contract Specialist shown above with the solicitation number referenced. All questions shall be submitted no later than 1:00 p.m., (EST) on December 23, 2013 by email to Rashurn Harrison, Contract Specialist, rashurn.harrison@fema.dhs.gov. No phone calls accepted. Proposals are due no later than 12:00 p.m. (EST), January 3, 2014. NOTE: Any changes to the solicitation will be in the form of an amendment issued by the Contracting Officer and posted through FEDBIZOPPS. It is the prospective offeror's responsibility to check the website daily for any updates, amendments or any additional information. The Government will not be held responsible for any information a prospective offeror does not receive once the information is issued on the internet. No hardcopy RFP package, attachments, or amendments to the RFP will be mailed out from this office. Questions with regard to this package will be addressed via amendment(s) after the due date set forth in the actual RFP or subsequent amendments (s) for receipt of questions has passed. Potential offerors who download copies of solicitations must register at the FEDBIZOPPS website to automatically receive email notification concerning issued amendments to the applicable solicitation package. Registration is optional; however, if you register for the solicitation, you will receive a courtesy email from FEDBIZOPPS notifying you of all amendments to the solicitation, all of which will be posted to the website.
