- The purpose of amendment 0001 to M67001-14-T-1005 is to: This is a combined synopsis/solicitation for a non-personal service contract for Protestant Director of Religious Education at Marine Corps Base Camp Lejeune, NC prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only publication, quotes are being requested and a written solicitation will not be issued. Solicitation number M67001-14-T-1005 is issued as a Request for Quotation (RFQ) and is attached. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-70 dated 30 Sep 2013 and DPN 20131031 dated 31 Oct 2013. This solicitation is SET-ASIDE 100% FOR SMALL BUSINESS. The associated NAICS code is 813110. The size standard is $7.0 Million annually. Quoters must be registered in the System for Award Management (SAM) registration database at the time the RFQ closes. Lack of registration in the SAM will make quoters ineligible for award. Information on registering in SAM may be obtained via the internet at https://www.sam.gov. Resumes and quotes are to be submitted on separate documents. Quote shall also contain separate price quote for option year. All responsible small business sources may submit a response which, if timely received, must be considered by the agency. Evaluation: The Government will award the contract to the quoter who represents the Best Value to the government. The evaluation factors that will be used to determine award will be (1) technical capability, to include a resume that meets the qualifications listed in the Performance Work Statement (PWS) paragraph 2, and (2) ability to meet period of performance with start date of 8 December 2013, (3) inclusion of a completed copy of Clauses 52-212-3, 52.222-52 and 252-209-7994; and (4) price.
