- THIS REQUIREMENT HAS PREVIOUSLY BEEN SYNOPSIZED UNDER SOLICITATION NUMBER N00033-14-R-8005 ON 15 OCTOBER 2013. The Military Sealift Command, Washington DC, will issue a solicitation for the provision of fuel and lubricant oil sampling materials and testing/handling equipment in support of the Command's fuel oil and lube oil analysis and testing programs. These products are necessary to ensure compliance with both internal and external policies, including the Maritime Pollution Act. The Government is contracting not only for specific products and services, but also for the availability and delivery of these products and services on a worldwide basis within specific time constraints defined for each named port or geographic region. Timely delivery is a requirement of the proposed contract as a means to ensure that vessels receive the products during their limited time in port in order to meet mission schedule and requirements. The resulting contract requires the following brand-name products: Kittiwake Unheated Viscometer, Kittiwake Water-in-Oil Test Cell, Kittiwake Total Base Number (TBN) Test Cell, Kittiwake Insoluble Test Cell. Pursuant to the requirements of FAR 6.302-1(c), a Justification and Approval has been executed and will be posted with the solicitation in accordance with FAR 6.305(c). The resulting contract will be a single-award, indefinite delivery, indefinite quantity (IDIQ) contract awarded in accordance with FAR Part 12, "Acquisition of Commercial Items," using the procedures in FAR Part 15, "Contracting By Negotiation". Performance will be for a one (1) one-year base period, and four (4) one-year option periods. Performance is scheduled to begin on/about 01 August 2014 and end on/about 31 July 2019 if all options are exercised. Award is expected to be made on/about 24 July 2014.
