- DHS/FEMA Contact Center Capability Modernization Program - RFI INSTRUCTIONS TO RESPONDENTS o While FEMA is releasing this RFI to conduct market research, FEMA is not obligated to issue a Request for Proposal (RFP). A formal pre- solicitation synopsis will be published should FEMA decide to issue an RFP. o This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI will not be returned. o When responding to this RFI, clearly label all proprietary information, delivery or capabilities for planning purposes and any other limitations on disclosure. Please limit your entire response to no more than 100 pages, including attachments. o The group reviewing the responses may seek further clarification from respondents. This clarification may be requested in the form of brief verbal communication by telephone, written communication, or electronic communication. Based on FEMA needs, RFI respondents may be invited to present their response to the reviewing group. The purpose of this presentation would be to seek clarification of information contained within the response (as noted above). o It is not the intent of FEMA to publicly disclose vendor proprietary information obtained during this market research effort. To the full extent that it is protected pursuant to the FOIA and other laws and regulations, information identified by a respondent as "Proprietary or Confidential" will be kept confidential. It is emphasized that this RFI is for planning and information purposes only and is NOT to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information solicited. o Questions and requests for clarifications on this RFI must be sent to Nicole Schuller and Alonna Barnhart, no later than 4:00 pm EST, December 9, 2013 to Nicole.Schuller@fema.dhs.gov and Alonna.Barnhart@fema.dhs.gov. No telephonic questions will be accepted. Questions received after 4:00 pm EST, December 9, 2013 will not be answered. o RFI responses are due no later than 4:00 EST, January 9, 2014. Response packages should be sent via email to Nicole.Schuller@fema.dhs.gov. Please use RFI number, HSFE30-14-I-0007, in the subject line of your correspondence to ensure it receives the appropriate action. o THIS IS NOT A SOLICITATION.
