- NOTE: FedBizOpps utilizes the quote mark Response Date quote mark on this synopsis for archive purposes only and is NOT to be confused with the estimated closing date in this announcement or the date for receipt of proposals contained in the solicitation. The Army Contracting Command, Rock Island (ACC-RI) has a requirement for three energetic subassemblies of end item M82 Simulant Smoke Grenade to include the Booster-Burster Assembly (NSN 13-19-156:81361), Slider Assembly (NSN 13-19-152:81361), and Delay Assembly (NSN 13-19-155:81361). Potential sources are required to assemble and deliver energetic components containing, but not limited to, RDX energetic, Composition A-5, CH-6 explosive, Lead Azide, PBXN5, pyrotechnic delay detonator. This procurement will be firm fixed priced and restricted to the National Technology Industrial Base (NTIB) with an applicable NAICS code of 325920. Requirements will be for a Base Year quantity of 31,965 of each subassembly, with One Option Year. First Article Test (FAT) samples will be required for government evaluation and approval. ACC-RI intends to issue a Request for Proposal, W52P1J-13-R-3056, to the Army Single Face to Industry (ASFI) Acquisition Business Website, http://acquisition.army.mil on or about December 9, 2013 with an opening date 30 days after issuance. The Technical Data Package (TDP) for this requirement contains Distribution X restricted data. The process for requesting restricted data has been revised and the Contracting Officer will no longer mail a copy to contractors by request. Contractors will now be able to access the TDP electronically via the Federal Business Opportunities (FBO) website at www.fbo.gov. Instructions and a link for access will be included within the upcoming solicitation. All Contractors who provide goods/services to the Department of Defense (DoD) shall be registered in the System for Award Management (SAM) database prior to contract award resulting from this solicitation. SAM replaces CCR/FedReg and ORCA, and contractors may obtain information on registration and annual confirmation requirements via the SAM accessed through https://www.sam.gov or by calling 866-606-8220.
