Description
This Notice is being communicated for the sole purpose of providing industry an opportunity to review and submit comments on the draft RFP (DRFP) for the U.S. Army Electronic Proving Ground (EPG) requirement for non-personal scientific and engineering services. The types of services required are engineering, technical and scientific services to support test planning, test conduct, and test reporting. This support includes developing instrumentation software based upon customer test requirements and using instrumentation to collect and record test data, analyzing data, producing data reports, writing test reports, and repairing and troubleshooting instrumentation. It also includes operating and maintaining the motor pool vehicles used in the support of tests, the test-related facilities and all testing instrumentation required in performance of required services. THIS IS NOT A SOLICITATION FOR WORK OR AN RFP. PROPOSALS ARE NOT BEING REQUESTED AT THIS TIME. MULTI-STEP OCI EVALUATION PROCESS - As posted on FBO on 28 June 2013, an advisory, multi-step OCI evaluation process in accordance with FAR 15.202 is being used for this requirement. This process will allow potential vendors with OCIs to avoid the time and costs involved with preparing a full proposal. In Phase I, a review of any potential OCI concerning contractor affiliation with DoD developmental testing was performed. Phase II will be the evaluation of each offeror's full proposal. Providing a Phase I OCI submission was a requirement for any company submitting a proposal in response to Phase II of this process. Phase I was completed on 19 November 2013. Phase II submissions will be accepted only from companies who participated in Phase I. The second folder (Section_J_1-12_Zipped.zip) is attached to a following notice.) 3) Questions Submission Template Please submit all questions or comments on the Questions Submission Template spreadsheet to Karen Flynn, karen.l.flynn5.civ@mail.mil NLT 20 December 2013 at 2:00 AZ time. Government responses to questions or comments received from industry will be released to all interested sources at the same time.
