- National Aeronautics and Space Administration (NASA) Langley Research Center (LaRC) is hereby soliciting information about potential sources for REPLACEMENT OF COMPRESSORS #1, #2, AND #3 (BLDG 1247E) AT NASA LANGLEY RESEARCH CENTER, HAMPTON, VIRGINIA Langley Research Center is seeking Capability Statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), and Historically Underutilized Business Zone (HUBZone) businesses for the purposes of determining the appropriate level of competition and/or small business subcontracting participation for the replacement of compressors #1, #2, and #3 in LaRC building 1247E. In order to identify potential sources and to permit potential sources the opportunity to provide comments on the proposed compressor replacement project, this advanced notice is published herein. Inputs are requested from firms capable of performing the work required to replace compressors #1, #2, and #3 (each 2.5 lb/sec @ 5,000 psi) and associated foundations and ancillary air drying, back pressure control, power, coolant, lubricant, air, vent, and instrumentation systems; with one 8 lb/sec (minimum) compressed air system. Replace (partially or completely) the Oil-Water Separator (OWS) and Condensate Floor Drain systems. This compressor system will replace 3 existing Clark CRA reciprocating compressors. These compressors are a component of the High Pressure Air Production and Distribution (HPAPaD) system and provide compressed air to support 25 research facilities at LaRC from a series of storage tank fields. The goals of this project are to obtain reliable performance and operation, improved maintainability and improved on-line availability by utilizing industry proven equipment and operation techniques. This is intended to be a turn-key system based on proven technologies utilizing off the shelf systems and components. The requirements are as follows: The new compressor system shall consist of a centrifugal compressor that feeds a dryer that feeds a reciprocating compressor and shall have a design life expectancy of 30 years. Although the normal operations of the compressor are expected to be 1,000 hours per year, the compressor shall be designed to perform per normal industry standard (continuous operation). Currently, the normal weekday operation includes the compressor station operate for 8-12 hours during the day and then is off for the remaining 12-16 hours. The new compressor system shall provide 6,000 psig air at a flow rate of 8 lb/sec. and shall provide air at an atmospheric dew point of -80F. The new OWS shall process the total volume of the new compressor and existing compressors #4, #5, and #6. The new compressor shall be designed to afford room for personnel to perform routine and expected maintenance without removal from the Compressor Station. Ergonomic designs shall be incorporated where possible. Interested offerors/vendors having the required specialized capabilities should submit a Capability Statement of 10 pages or less (including attachments) with a minimum font size of 12 indicating the ability to perform the aspects of the effort described herein. The capability statement should specifically respond to the areas detailed above to include (1) General Information, (2) Personnel Capabilities, and (3) Technical Capabilities to include general information and technical background describing your firms experience in contracts that are relevant to the work described, requiring similar efforts, and of similar magnitude. Potential offerors should specifically comment, within the page limitation, on its capabilities and qualifications to meet the following: (1) General Information (Maximum of 2 pages): Provide general information to include: (a) name and address of firm; (b) Point of Contact ito include name, title, phone number and email; (c) whether you intend to submit an offer, and if so, would you submit as a prime or subcontractor; size of business concern (large, small, 8(a), veteran-owned small business, service-disabled veteran-owned small business, HUBZone, small disadvantaged, and woman-owned small business); (d) number of years in business;(e) affiliate information to include parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); and (f) 2 or 3 customer contacts covering the past three years (highlight relevant work performed, contract numbers, contract type, dollar value of each contract, and customer point of contact address, phone number and email address). (2) Personnel Capabilities: Describe your firms management and staffing possess the requisite education, experience, and other qualifications to meet the requirements detailed herein, including but not limited to design experience in the areas of mechanical, structural, process systems, electrical (high voltage), controls, system integration, and software configuration. (3) Technical/Equipment Capabilities: Describe your firms technical capabilities to perform the work. Also describe the potential solutions for equipment that meets or exceeds the requirements specified above. Describe experience relevant to Langleys requirements stated above in providing the design, installation, integration, equipment, and operation of high pressure compressor systems, including all ancillary controls and support systems. Industry is encouraged to provide comments, suggestions, and recommendations regarding the project. In addition, LaRC is also interested in contractor feedback related to suggestions for contract type, subcontracting opportunities, availability of commercial off the shelf components and technologies, and possible use of a commercial, construction, or commercial/construction hybrid contract type. The North American Industry Classification System (NAICS) code for this procurement will be established based upon industry responses. For reference purposes the possible NAICS codes for this project could be one or more of the following: 333912 - Air Compressors Manufacturing (Size Standard 500 employees) 236210 - Industrial Building Construction (Size Standard $33.5M) This is a sources sought synopsis to be used for information purposes only for preliminary planning purposes to assist NASA LaRC in its procurement strategy, to assess capabilities and qualifications of potential offerors, gain knowledge of interest, and to support any potential set-asides. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Please advise if this requirement is considered a commercial or commercial-type service. A commercial item is defined in Federal Acquisition Regulation (FAR) 2.101.
