- Bureau of Reclamation's Upper Colorado (UC) Region, which is headquartered in Salt Lake City, Utah, encompasses Utah and New Mexico, western Colorado, northeastern Arizona, southwestern Wyoming, west Texas, and small portions of Nevada and Idaho. The UC Region is involved in a wide variety of issues, programs, partnerships, and activities that reflect Reclamation's mission as a manager, developer, and protector of water and related resources. Pursuant to Public Laws 84-485 15, 87-483 15, and 87-590 6, as amended, the Secretary of the Interior is authorized to continue studies of quality of water of the Colorado River Basin, to appraise its suitability for municipal, domestic, and industrial use and for irrigation in the various areas in the United States in which it is used or proposed to be used, to estimate the effect of additional developments involving its storage and use on the remaining water available for use in the United States, to study all possible means of improving the quality of such water and of alleviating the ill effects of water of poor quality. Through ongoing quality of water studies, the UC Region monitors reservoir water quality and collects data and samples representing the physical, chemical, and biological characteristics of the water. Samples of phytoplankton and zooplankton are regularly collected from the following UC Region reservoirs: Lake Powell, AZ-UT; Flaming Gorge, UT-WY; Fontenelle, WY; McPhee, CO; Navajo, CO-NM. Analyses of phytoplankton are used to indicate primary productivity and analyses of zooplankton are used to indicate secondary productivity in different bodies of water. Analyses of both types of plankton are key indicators in characterizing the health of reservoirs. It is important to obtain consistent and reliable taxonomic identification for the integrity of the projects. This is a solicitation for commercial items prepared in accordance with the format in FAR Part 13-Simplified Acquisition Procedures, Subpart 13.5-Test Program for Certain Commercial Items and FAR Part 12-Acquisition of Commercial Items, as supplemented with additional information included in the performance work statement that shall be attached to the Solicitation. Reclamation plans to issue an Option Year Contract for the analysis of phytoplankton and zooplankton samples, including the current inventory of backlogged samples. This will be a base year plus four 1-year options, with an expected period of performance into 2019. This procurement shall be 100% small business set-a-side, under NAICS Code 541380-Testing Laboratories, with a size standard of $14M.
