Description

AMENDMENT #4 - Full and Open Announcement “ FAA Learning Services. This SIR/RFP is posted in accordance with Federal Aviation Administration (FAA) Acquisition Management Policy, Section 3.2.1.3.12, Public Announcements. The purpose of this announcement is to correct ambiguity regarding the mentor protĂ©gĂ© plan by providing SIR amendment #4 and the revised Government Response to public inquiries: (1) Accordingly SIR paragraph L.13 has been corrected to reflect: The submission of the Mentor ProtĂ©gĂ© plan is mandatory for large businesses only. The submission of the Mentor ProtĂ©gĂ© plan is optional for Small Businesses. Mentor-ProtĂ©gĂ© plan as required in AMS Clause 3.6.1-9, Mentor ProtĂ©gĂ© Program, does not apply to small business Offerors. All other versions of the SIR are obsolete. Offerors shall prepare their proposal submissions in accordance with SIR Amendment #4. The SIR Closing date remains Dec 20, 2013, 2 pm, EST. All responses to this announcement must be directed to Natalie Burgess, no later than 2 pm EST, Dec 20, 2013. (2) Accordingly the FAA Response to the public inquiries has been revised to reflect the submission of the Mentor ProtĂ©gĂ© plan is mandatory for large businesses only. The submission of the Mentor ProtĂ©gĂ© plan is optional for Small Businesses. The following Government responses were corrected to remove ambiguity regarding the mentor protĂ©gĂ© plan: a. Public Inquiry #4 b,c, & d - beginning on page 4 b. Public Inquiry #12H - page 12 c. Public Inquiry #18, Question 23, page 41 d. Public Inquiry #20, Question 25, page 48 e. Public Inquiry #24, Question 23, page 67 The source of questions will not be identified. All other terms and information of the SIR and SIR attachments remain unchanged: FAA intends to hold a modified Industry Day to respond to any further inquiries in reference to the document"Government Response to Public Inquiries." Interested Offerors may attend the modified Industry day by contacting Natalie.Burgess@faa.gov by December 9, 2013, 2 pm EST, to request registration. Phone requests will not be accepted. Late or incomplete registration requests will not be accepted. Upon registration, participants will receive their dial in instructions. Interested Offerors may participate in the Modified Industry day by dialing into the FAA Conference phone meeting. Onsite attendance for this meeting is not available. Interested Offerors should reference the specific information they want to further discuss and provide the following: Company Name and address Company Socio-Economic Size: Large, Small Business, Woman-Owned, SDB, SDVOSB, or VOSB Name of company contact, title DUNS Number Tax-ID FAA intends to discuss only those inquiries provided in the document "Government Response to Pubic Inquiries" during the Dec 11, 2013 Modified Industry day. The following SIR Attachments were revised and provided as attachments: L4 Pricing Spreadsheet; J-3 Changes to AAA Diamond Ratings Guidelines. All other versions of these attachments are obsolete. Offerors shall prepare their proposal submissions in accordance with the revised documents. To be considered for award, vendors should be registered in SAM.gov and not listed on the Excluded Parties List System (EPLS). Prospective offerors are hereby on notice that any amendment(s) issued to this solicitation will be published at http://faaco.faa.gov/under the current announcements for the FAA Headquarters. It is the Offerors' responsibility to visit this website frequently for updates on this procurement. If an amendment is issued and the Offeror does not acknowledge it, the Offeror may be considered nonresponsive to the solicitation.
