- General This is a non-personal services contract to provide onsite Transformer Insulation Oil Replacement services on two station service transformers (including the respective tap changers) and two main unit transformers at the U.S. Army Corps of Engineers, Ice Harbor Dam Powerhouse (Ice Harbor Lock and Dam). Introduction The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform onsite Transformer Insulation Oil Replacement services as defined in this Performance Work Statement (PWS), except for those items specified in Part 3 as Government Furnished Property and Services. The Contractor shall perform to the standards in this PWS. Background Recent testing of three oil-insulated transformers at Ice Harbor Project indicates higher than acceptable levels of PCBs in the oil. A fourth transformer has discolored oil. The amounts of PCBs discovered during testing are listed in the table below: Objective The objective of this contract is to replace the PCB-contaminated oil in each of these units with new PCB-free insulation oil, to meet industry standards and environmental requirements. The Contractor shall remove roughly 20,000 gallons of PCB oil from the four transformer units, flush each transformer unit with new oil, remove contaminated oil from the site, and re-fill oil reserves for the transformer units to their prescribed capacity and process the oil in the transformer to remove moisture and impurities. Work includes supply of 7,000 gallons of new oil and transport of 15,000 gallons of oil from Bonneville Dam.
