- DRAFT Performance Work Statement Sources Sought Questionnaire Thank you for taking the time to assist us in gathering this information! The National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division (WAD)-Seattle office is currently conducting market research to determine the existence of viable commercial sources capable of providing the following general services. Interested parties are requested to complete and submit the attached sources sought questionnaire to the Government. The Government advises that providing responses to the questions will not automatically include your firm in the acquisition process for future solicitations. The contractor shall plan, program, administer, coordinate, and execute the work necessary to provide the specified services as defined in the attached draft Performance Work Statement (PWS). The emphasis is on: volunteer coordination; data collection and management; data quality; advanced technical review of data; and data integration. Data management, advanced technical review, and volunteer coordination are interrelated and essential in order to ensure that accurate information is provided. The anticipated period of performance includes a base period (24 April 2014-23 April 2015) with the possibility of exercising options for up to four one-year periods. An important outcome of this research is the possibility of setting aside this acquisition for exclusive competitive participation within a specific Small Business Administration (SBA) program in accordance with FAR 19.201(a). Specific SBA programs are historically underutilized business zone small business, small business 8(a), small disadvantaged business, economically-disadvantaged women-owned small business, women-owned small business, service-disabled veteran-owned small business, and veteran-owned small business.
