- The National Aeronautics and Space Administration (NASA) Headquarters is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals to provide support for the United States Global Change Research Program (USGCRP) National Coordination Office (NCO). This also may include support for the Intergovernmental Panel on Climate Change (IPCC) Working Group-II (WG-II) Technical Support Unit (TSU) as appropriate if there is an ongoing commitment by the US Government to provide support to the TSU beyond FY15. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. Information obtained will be used to assist NASA Headquarters in determining what sources are available that have the required capabilities and are interested in supporting this program. NASA Headquarters requirements include, but are not limited to, the following: Providing program, technical, financial management, and administrative staff support for the USGCRP National Coordination Office (NCO), IPCC WG-II TSU, and major USGCRP activities such as the National Climate Assessment (NCA), as well as in new topics that may arise in response to changing USGCRP priorities. Respondents must demonstrate capabilities, expertise and experience within the last three years in all the following functional contract elements as described below. FUNCTION 1 Management, Supervision, and Oversight The contractor shall provide appropriate management support to ensure the quality, timeliness, and delivery of all project deliverables. This requirement also includes the management of the interface between the contractor, NASA, and USGCRP. FUNCTION 2 Technical Management, Coordination, and Facilitation for the National Science and Technology Council (NSTC) Subcommittee on Global Change Research (SGCR) and its associated Interagency Working Groups The contractor shall provide support to the SGCR (i.e., the Federal agency Principals of USGCRP) and related federal interagency working groups and task teams in the coordination of activities for implementing the National Global Change Research Plan: 2012-2021. In addition, the contractor shall support the USGCRP Executive Director, Deputy Executive Director and other Federal detailees, providing meeting support, support for interagency coordination, and strategic and implementation planning support in the basic and applied climate and global change science areas covered by these groups. These responsibilities also include support for the Congressionally-mandated USGCRP annual report to Congress. The contractor shall also be responsible for supporting the ongoing USGCRP budget prioritization process, including the development of an annual Memo to the White House Office of Management and Budget (OMB) and Office of Science and Technology Policy (OSTP) summarizing the programs shared interagency priorities and the agency and federal agency activities that support those priorities. Finally, the contractor shall be responsible for assisting the SGCR, its working groups, and the Executive and Deputy Executive Director in liaising with other relevant governmental programs, the broader scientific community, and key stakeholders, including the National Research Council, relevant Federal Advisory Committees, and other bodies. FUNCTION 3 Support for Ongoing Climate Assessment Processes The contractor shall provide support for completion of the Congressionally-mandated Fourth National Climate Assessment (NCA), which will be due in 2018. This is expected to include support for the interagency coordination of foundational activities, such as the development of climatic and socioeconomic scenarios to support the development of interim technical input reports and special topics reports, as well as the final synthesis report in 2018; support for development and deployment of a potential system of national indicators of global change and its impacts to be deployed through globalchange.gov; engagement with a large array of partners both within and outside the Federal government; and support for the governments dissemination and coordination of agency application of assessment products and information in support of decision-making about responding to climate and global change across U.S. regions and socioeconomic sectors. The contractor shall also support integration between NCA efforts and the international assessment activities in which USGCRP plays a major role, first and foremost the assessment activities of the Intergovernmental Panel on Climate Change (IPCC). FUNCTION 4 Administrative Support, Including Financial Management, Accountability, Controls, and Reporting The contractor shall provide administrative services to include managing calendars, scheduling and coordinating meeting logistics, preparing correspondence, coordinating travel and training requirements, preparing reports, and assisting in conference and meeting planning. In addition, the contractor shall manage the financial operations in support of the NCO and prepare and present financial reports on a quarterly basis. FUNCTION 5 Website Development, Design, Maintenance, and Enhancements and Information Technology Network Maintenance and Enhancements The contractor shall support the design, development, coding, testing, and debugging of new websites and provide appropriate web-based tools to support the research coordination, public dissemination of information and products, and communications and engagement needs of USGCRP through the major globalchange.gov web environment. These duties may include substantial front-end design and development work. The contractor shall ensure seamless integration with the back-end, linked-data information architecture of the Global Change Information System (GCIS), which ultimately will provide improved discoverability and accessibility of all the scientific data and information holdings of the USGCRP. The contractor shall also develop complex enhancements to existing applications and demonstrate capability to work with staff to understand and solve technical problems with the websites and/or web-based tools; resolve customer complaints; respond to suggestions for modifications or enhancements; participate in the development of user manuals and other guidance materials; and define and oversee database environment creation, standards, controls, procedures, and documentation, including ensuring appropriate interoperability with GCIS capabilities. The contractor shall also manage all aspects of the IT systems for the NCO and TSU to ensure compliance with government and IT security policies and procedures. Respondents to this RFI shall provide a one-page summary with their capability statement with the following information: 1.Business Information a. Company name and address b. DUNS Number c. Socio-economic classification of company (i.e., small business, 8(a), woman owned, service disabled veteran owned, HUBZone, large business, etc.). d. Size (gross revenue, number of employees in company) e. Number of years in existence f. Company point of contact - name, phone, and e-mail address Capability statement shall not exceed 20 pages, including the 1-page summary and shall include the following information: a. List of relevant government and/or private sector contracts and subcontracts it has performed, or is performing within the past three years, include point of contact information - name, phone, and e-mail address. Relevant is defined as same or similar to the proposed effort in scope and complexity. b. Discuss your experience and why you deem the experience to be relevant and of value to this requirement. In particular, discuss your experience in the following areas: -Support for scientific research planning and coordination in the areas of climate change and global change; this should include discussion of experience in cooperating with and managing scientific staff (e.g., Masters- and Ph.D.-level workers with scientific backgrounds) -Facilitating the use of scientific information in climate-related decision-making: including but not limited to supporting adaptation planning, facilitating stakeholder engagement, and performing science translation activities in support of increasing the usability of scientific information in decision-making -Supporting Federal interagency processes, including facilitating interactions between multiple Federal departments and agencies and between those agencies and the policy-level processes of the Executive Office of the President (e.g., the Office of Science and Technology Policy, the Office of Management and Budget, and the Council on Environmental Quality) -Supporting the production of major government reports -Providing strategic and operational expertise in Information technology, information architecture, and web-based deployment of scientific information -Experience with coordinating delivery of high-visibility products produced by multiple entities in a dynamic environment of changing deadlines and requirements c. Discuss specific lessons learned or best practices developed from this above-described experience, including cost savings to the government, that are relevant to this requirement. d. Identify any award or accomplishment within the last three years that relates to the aforementioned contract areas; provide name, date, and type of award; and provide point of contact information for likely verification of stated capability. The size standard under NAICS Code 541611 is average annual receipts of $14 million. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for any information submitted. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. No solicitation exists at this time; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service (NAIS).
