- 1. CONTRACT INFORMATION: The Transatlantic Division, Middle East District (TAM), US Army Corps of Engineers (USACE) is evaluating the ability of businesses to perform construction of the Southern Electrical Power System (SEPS) in Kandahar Province located in Afghanistan. The Government is performing market research in order to specifically determine the capability of potential offerors to perform the work specified below. It is anticipated that a solicitation announcement will be published in the Federal Business Opportunities in the near future. The solicitation will consist of multiple Contract Line Item Numbers (CLINs), which are Firm Fixed Price with options. The estimated cost of this Construction project is between $25,000,000.00 and $100,000,000.00 with an anticipated period of performance of 572 days after issuance of the Notice to Proceed. 2. PROJECT INFORMATION: The United States Army Corps of Engineers has the requirement to design and construct the Southern Electrical Power System in Kandahar Province, Afghanistan that will expand the high voltage (110kV) power system from a new 110kV Substation, Maiwand Substation to another new 110kV Substation, Pashmul Substation located in Kandahar in order to provide electricity to un-served population centers, provide a backbone for a national grid and allow for future expansion of this grid. The objective of this project is to provide a cost effective, reliable transmission system for the distribution of electric power produced regionally in Southern Afghanistan and imported from the north to Kandahar City and the outlying areas of the Helmand and Kandahar Provinces. Additionally, the SEPS shall repair the electrical transmission system from Durai Junction to Brehna Kot. The Government requests interested parties to submit their Design-Build experience for the construction of high-voltage lines and towers of at least 110kV with associated substations in Central and Southwest Asia. Offerors should include the location, value and the associated elements for the project (lines, towers, substations, etc). The offeror should also include the year the project was completed and the offeror's role in the design and construction of the particular project. Offerors may refer to the example provided in the attachment of this announcement as an example of acceptable formatting for submitting their capabilities. See the Additional Info section following this notice. This synopsis is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Cover letters and extraneous materials (brochures, etc.) will not be considered.
