- COMPANY AND TECHNICAL INFORMATION This is a Sources Sought Synopsis announcement for market research in support of P-888 - Close Quarters Combat Facility (CQC) and Dynamic Shooting Facility at Camp Michael Monsoor; La Posta, CA. This information will be utilized for preliminary planning purposes. The information received will be utilized within the Navy to facilitate the decision making processes and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondents will not be notified of the results of the analysis. All data received in response to this Sources Sought Synopsis that is marked or designated as corporate or proprietary information will be fully protected from release outside the Government. Since this is a Sources Sought announcement, no debrief, evaluation letters, and/or results will be issued to the participants. Responses to this Sources Sought Synopsis will be used to make appropriate acquisition decisions. No telephone calls will be accepted requesting a proposal package or solicitation. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The requirement is for a protective material that is a 3/8" thick, high density polyethylene plastic sheet tested to provide ballistic protection to the building structure (overhead and side walls) from damage caused by fragmentation ricocheting off steel targets. The maximum bullet size that will be used on the steel targets will be a 7.62 mm steel bullet. The plastic panels shall be capable of being attached to the ceiling and wall structure using screws at 2' o.c. and the panels shall not sag more than 1". The plastic will fully encapsulate the fragmentation without allowing full penetration through the plastic. The plastic shall be durable in outdoor conditions and shall not be degraded by UV light, freeze/thaw cycles or other environmental elements for a minimum period of 8 months. The panels shall also be able to handle the heat from the fragmentation without melting or catching on fire. Interested sources are invited to respond to this Sources Sought Synopsis by completing Attachment 1 - Company and Technical Information. Responses to this Sources Sought Synopsis are due no later than Thursday, December 19, 2013, 2:00 p.m., Pacific Standard Time.
