- This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, on behalf of the Bureau of Ocean Energy Management (BOEM), is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a firm fixed price purchase order on a sole source basis to Environment & Energy Publishing, LLC (E&E) in accordance with FAR 13.106-1(b). The bureau has a requirement to purchase daily on-line publications (Greenwire, Climatewire, E&E Daily, E & E News P.M., and EnergyWire) to provide its readers with up-to-date information on energy, climate change, and environmental policy that is only available through E&E. It is anticipated that purchase order award will occur on or before December 15, 2013 with a 12- month base period of performance and three 12-month option periods. The applicable NAICS Code is 519130 (Internet News Publishing). This is NOT a request for competitive quotes. This notice of intent is for informational purposes only. However, all responsible sources may submit a proposal which shall be considered by the agency if received by the Point of Contact (POC) listed below by 5:00 p.m., December 9, 2013 (reference Solicitation No. E14PS00004). A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
