Description
Library Floor Plan Statement of Work Introductory Paragraph: The purpose of this notice is to obtain market research information from the small business community which will assist the government in determining if there are two or more small business concerns, i.e., small business, 8(a) concern, HUBZone small business, small disadvantaged business, woman-owned small business, veteran-owned small business or service-disabled veteran-owned small business that are capable of providing the described services. SBA endorsed joint ventures or teaming arrangement will be acceptable. The government's determination on how to compete the proposed requirement will be made based on responses to this notice and is at the sole discretion of the government. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The applicable NAICS code is 519120, professional, administrative and management support services, and the size standard is $7.0 million. Background: The National Institute of Environmental Health Sciences (NIEHS) has a requirement for library support services for the Institute. The NIEHS library supports the mission of the Institute: to reduce the burden of human illness and disability by understanding how the environment influences the development and progression of human disease. The purpose of this effort is to provide high quality library services to approximately 800 scientists, administrators, and program managers; both government and contractor in the David P. Rall Building on the main campus of the NIEHS as well as 300 additional employees located in the Keystone Building. The library occupies approximately 1500 square feet within the main NIEHS building and includes a multi-disciplinary collection of approximately 15,000 books and as well as electronic access to numerous databases and over 8,000 journals made available through the NIH Library. The collection is multidisciplinary in scope, covering topics such as bioinformatics, molecular biology, epidemiology, toxicology, pathology, structural biology, public health, etc. In addition to the main print collection, the library catalogs and processes materials for two other collections: the pathology-related Rao Collection (455 items) and Work-Family Life Collection (388 items). The NIEHS collection is managed as part of a union catalog (Innovative Interface's Millennium Integrated Library System) with the NIH Library. Purpose and Objective: The purpose of this effort is to provide high quality professional, administrative and management support services to the employees of the NIEHS. This includes maintaining a clean, safe and attractive library with qualified staff. A Library Manager, Reference Librarian, Library Fellow, and Technical Services Librarian currently perform the library functions. The Government shall furnish support for building maintenance, purchasing/maintenance/repair of supplies/equipment, and custodial services. IT contractors will provide support for computer services. Project Requirements: Major tasks required include the following: It is expected that the Contractor shall be proactive, responsive, and creative in fulfilling the performance requirements. Services will be performed at both NIEHS work locations (main campus and Keystone). The contractor shall have access to all materials and equipment necessary for performance of the contract. The library responds to inquiries from the public and is open to the public on a restricted basis. Library support services are to be provided to NIEHS during normal Government operating hours. The contractor shall not be required to provide, or maintain these materials or equipment, including computer software. The Contractor shall focus on four (4) key areas of responsibility: 1. Library Management (oversight/practices); 2. Resource Management (planning/control); 3. Library Services (day-to-day operations); and 4. Measurement; Analysis, and Improvement (assess/adjust). Library management responsibilities include providing evidence of its proactive and customer-oriented commitment to the development and implementation of policies, practices, and programs that support the effective and efficient operation of library services. Resource management responsibilities include ensuring that resources essential to the implementation of strategy and the achievement of the NIEHS Library objectives are identified and made available. Resources may be people, infrastructure, work environment, electronic or print information resources, software, or financial resources. Library Services provide customer-oriented, effective and efficient information services that directly support the NIEHS Library objectives. Effective services should improve mission results and customer satisfaction by meeting customer needs. Often needs include reference requests, conducting literature searchers, and resource instruction. Among the types of reference requests are quick references, citation verification, tracking down a document, determining publishing impact, setting up research alerts, designing search strategies, assisting with document management, and conducting both specific as well as comprehensive literature searches. The literature searches directly support the research being conducted at the Institute. The search results may be used to publish a review of the literature, identify gaps in a research area, locate a new protocol, or provide background reading for a new research area. In addition, numerous instructional courses are offered on a regular basis. Measurement, analysis, and improvement responsibilities include a Contractor-provided Quality Control Plan (QCP) that describes how the Contractor will monitor, analyze, and improve library services and improve customer satisfaction by meeting customer needs. A draft QCP will be required as part of their proposal and a final plan within sixty (60) days of contract award. Period of Performance: It is anticipated that the period of performance will be five (5) years, base year with four (4) option years and one (1) six month option to extend services if necessary. The anticipated period of performance is scheduled to begin on July 9, 2014. Information Sought: All interested small businesses are invited to submit five (5) hard copies of their capabilities statement of not more than 20 pages (not including past performance information). The capability statement should be tailored to this notice and specifically address the company's capabilities to provide the services outlined above and the company's experience. Additionally, the response must include past performance information on Government (including GSA or other GWAC) and non-government contracts and the dates those contracts were held. The cover letter submitted in response to this notice should include: 1) company name, address, point of contact, telephone number, fax number, email address 2) DUNS number 3) the socioeconomic status of the company, i.e., small business concern, 8(a) business, HUBZone small business, small disadvantaged business, woman-owned small business, veteran-owned small business, and/or service-disabled veteran-owned small business 4) Small Business Certification, if any. Specifically, capabilities statements should address the below areas of responsibility. Library Management Responsibility: management of the library shall provide evidence that the library supports the information needs of the NIEHS staff as well as external users. Develop and implement a plan with goals and objectives for library and information services. Adhere to existing standard operating procedures or policies; draft/design new policies/procedures upon request. Using the existing Library wiki, manage a knowledge base of library policies/procedures, resources, training materials, and other materials or tools needed for library operations. Track library expenditures against budget allocation and maintain obligations within budget. Provide sufficient library staff to accomplish library objectives; said staff shall possess the necessary skills, experience and education to competently perform the functions described in the Statement of Work. Provide training in library technologies, operations, cross training and orientation to new library staff members. Instructs, informs, guides and supports library staff on available information resources and services. Instructs, informs, and guides staff on how to provide basic reference services when professionals are not available. Compile and maintain records. Conduct management reviews and compile reports. Perform all work during the contract period necessary and appropriate to support scheduled mission tasks. Raise user awareness of the library's resources and services through marketing and promotional efforts, including but not limited to, monthly newsletter, brown bag lunch series, library open house, etc. Communicates with NIEHS individuals and groups to ensure information needs are addressed across the Institute. Establish a Library Advisory Council (LAC) and participate in LAC meetings. Collaborate with and maintain effective working relationships with other libraries and information professionals. Resource Management Responsibility: provide evidence of its commitment to the development, implementation and execution of effectively managing the library's resources. Continuously evaluate collections, resources, and online databases qualitatively and quantitatively for currency and vitality through selection and de-selection; incorporate patron-driven acquisition as part of the selection process. Establish a selection criteria policy for the library for acquiring new books, periodicals, and other library resources. Recommend resources to ensure sufficient depth, number, scope, currency, and formats to meet mission needs; obtain information required for the Government to acquire new materials. The Contractor shall not be responsible for the acquisition of any materials. Establish a weeding policy for the library. Weed titles following established procedures as necessary to update the relevance of the collection or create space. Dispose of weeded materials according to Government guidelines. Create displays of new materials or materials on a specific topic. Provide safeguards to protect and conserve resources. Submit requests for maintenance, troubleshooting and upgrades for all Government equipment. Identify budget and ensure sufficient hardware, software, and workstations in support of library operations and functions are ordered. Library Services Responsibility: provide evidence of its commitment to daily library operations and continually improving its effectiveness. Provide backup administrative duties as needed. Process incoming periodicals, books, other acquired print and/or electronic resources; manage correspondence or communication related, but not limited to, the resource delivery, cancellations, address changes, claims, damaged or missing items. Maintain the library support systems (ILS) Millenium; communicate with NIH Library and IT Contractor support to troubleshoot issues. Copy and original cataloging of newly acquired print or electronic materials as well as NTP publications, into the Library's online Millenium catalog according to AACR2 and MARC standards. Contractors have access to the Ohio College Library Consortium (OCLC) and shall maintain current library OCLC holdings. Acquire and catalog approximately 200 books/year (all collections). Standard: catalog book within (2) working days of receipt. Catalog records shall accurately reflect materials in the collection. Circulate and manage all library materials; including check-out, check-in, recall and renewals of materials, follow-up on overdue and missing items, and re-shelving of returned materials; generate usage reports. 1100 transactions/year; transactions include check-in, check-out, holds, renewals. Maintain patron circulation records by adding, deleting, or changing. Maintain collection in an orderly manner; shift the collection when needed; maintain order and neatness of existing shelves by shelf-reading and conducting inventories as necessary; Communicate with NIH Library to resolve technical issues with online subscription access. Standard: email NIH Library immediately of learning of access problem. Provide document delivery and reciprocal interlibrary loan (ILL) services using OCLC and Docline and following the procedures on the Library wiki. Use statistics to make suggestions for collection development. Monitor copyright compliance and notify COTR of need for clearance when necessary. Provide proactive and responsive services addressing the biomedical information needs of the NIEHS scientists, administrators, program and support staff, as well as, the general public; follow Information Services policy and guidelines on the Library wiki. Upon request, provide support to the Informationist (Embedded Librarian) Compile bibliomctric reports on a weekly, quarterly, and as-need basis. Run approximately fifteen (15) research alerts on a monthly basis. Develop and maintain a web-accessible NIEHS Bibliography. Utilize request tracking system to log incoming information requests, work activities, responses, and completion; generate reports. Provide other information management services, not otherwise specified. Offer in-person training or online tutorials on databases and information systems to facilitate NIEHS staff information literacy. Training may include formal or customized group sessions as well as one-on-one customized sessions for individuals. [See Appendix B for list of training classes. Evaluate the courses and ensure offerings are relevant to the current training needs of NIEHS employees. Training manuals and materials are kept current and designed to facilitate instruction and use of biomedical information systems. Design, disseminate and collect feedback forms. Market and provide orientations to the library's resources and services for new NIEHS staff. Library website resources are maintained, organized, and updated to ensure accuracy, currency, and retrievability. Using a content management system (CMS), update existing content; recommend changes; or upon request add new items, pages or sections not previously developed. May recommend other re-design options. Consumer Health and Research Links web resources will be identified, evaluated, and selected to ensure they are relevant to NIEHS interests. Identify and develop content pages on topic specific issues to provide information on high-interest or emerging topics. Recommendations will be made to withdraw obsolete, unused, or duplicate materials. Links are checked on a monthly basis to determine if they are still active. Outdated links are removed or replaced with the currently active URL for the website. Measurement; Analysis, and Improvement Responsibility: provide evidence of its commitment to the measurement, analysis, and improvement of overall library management and continually improve its effectiveness. Maintain a systematic and continuous process for evaluation and accountability. Adhere to the Contractor-provided Quality Control Plan. Contractor shall track and benchmark with peer libraries to direct and facilitate continuous improvement and change management in all areas. Continuously assesse and proactively seeks better business practices and customer support. Provide electronic surveys on the homepage. All questions must be sent in writing via e-mail and received before the due date for response. Respondents will not be notified of the results of the evaluation. Capability Statements will not be returned. Firms are advised that this notice is not a Request for Proposals (RFP). The notice shall not be construed as a commitment by the Government to issue a solicitation or to ultimately award a contract on the basis of this notice or responses thereto. No reimbursement will be made for any costs associated with providing information in response to this notice. Responses to this notice will not serve as a proposal, bid, or offer, and will not be used by the Government to form a binding contract. The sole purpose of this notice is to assess the capabilities and interests of small business concerns in performing these services so that a determination can be made on whether or not this requirement will be set-aside for small business. Once that determination has been made, a presolicitation or solicitation notice will be posted.
