Description
Synopsis This Request for Information (RFI) seeks to obtain industry input on the feasibility and best means for the Government to utilize a standardized ordering program to obtain sedans, passenger & cargo vans, light trucks and sport utility vehicles for use by agencies of the United States government in international markets. The federal government through the General Services Administration currently acquires motor vehicles for use in the United States through indefinite-delivery, indefinite-quantity (IDIQ) contracts that are ordered by customer agencies using GSA's AutoChoice portal, an automated ordering agent. GSA is seeking to achieve cost savings and greater ordering convenience for federal customers in fulfilling light vehicle requirements in international theaters. The Government at this time is seeking input on items including, but not limited to: •Available vehicle models and homologation standards for international applications •Shipping methods (i.e. container vs. RORO) •Frequently used ports of entry •Freight quotations for vehicle shipments •Order fulfillment timelines •Payment of duties and taxes on vehicle shipments This RFI is targeted at original equipment manufacturers (OEMs) and their certified representatives that meet all the applicable global trade, regulatory and other conditions required to sell light vehicles to the United States government for global use. Responses to this Request for Information are preferred to be sent electronically to ontheroad@gsa.gov, with a carbon copy to bryan.keith@gsa.gov, by 3 PM eastern on Monday, January 13. Please note that this RFI is governed by the provisions of FAR 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997) REQUEST FOR INFORMATION OR SOLICITATION FOR PLANNING PURPOSES (OCT 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of to obtain industry input on the feasibility and best means for the Government to utilize a standardized ordering program to obtain sedans, passenger & cargo vans, light trucks and sport utility vehicles for use by agencies of the United States government in international markets. Industry Day Announcement GSA intends to hold a foreign use light vehicles Industry Day to be held at a date and location to be determined. Respondents to this RFI will receive a direct invitation to this event once details are established.
