Description
1. Scope: To provide personnel assigned to the 7th Weapons of Mass Destruction Civil Support Team with lecture and hands on application on maintenance, assembly, disassembly, testing and trouble shooting of new Draeger equipment. This ability to train on and maintain the Draeger DHS 7000 Hybrid, the self contained breathing apparatus, air purifying respirator and powered air purifying respirator is critical for the 7th WMD CST personnel. The ability to comprehend the maintenance process, doning, doffing and intended purposes for proper usage will not only prevent damage to the equipment but prevent death or serious harm. This is important in toxic, CBRNE, IDLH environments as well as during training. This will be a one-time course and must be scheduled and delivered at 1225 Cooper Drive, Jefferson City, MO 65101, between the dates of 15-16 January 2013. Training will be conducted during normal business hours during these dates. 2. Background: The 7th WMD CST is an integral part of homeland security and defense for the United States of America and Missouri. The 7th WMD CST has a mission to identify unknown hazards, assess the severity of the unknown hazards, advise civilian incident commanders on proper response measures to the unknown hazards, and assist the civilian incident commanders with obtaining the correct assets to mitigate any crisis and manage any consequences. The 7th WMD CST accomplishes this mission with highly trained CBRNE technical specialists using the latest state-of-the-art equipment. In order to maintain a high level of readiness on this equipment the 7th WMD CST must conduct continuing education from professionals in specialized fields to ensure that each member is able to properly use and maintain their equipment 3. Objectives: The purpose of this training is to provide the 7th WMD CST a two day course on the theory of operation and maintenance of the Hybrid system. The course must be designed to educate CST personnel on the operation of the system, disassembly, and assembly of the face mask, lung demand valve, and system pneumatics. The intent of the course is to prepare the team to use and maintain this Dreager system properly. The course should be a mixture of lecture and hands on training exercises. Vender will provide all the materials for the course to include: Student guides with complete course material. 4. Course requirements: The Contractor shall: a. Schedule and deliver instruction at 7th WMD CST facility between the dates 15-16 January 2013 b. Place of training will be: 1225 Cooper Drive, Jefferson City, MO 65101 c. Provide instruction that will encompass classroom lecture and hands on training d. A proposed training curriculum shall be submitted in the proposal. Final training curriculum to be submitted for review and recommendations NLT 15 days prior to beginning of execution dependent upon contract award. e. Provide all training aids and materials for the lectures, hands on training, and practical exercises f. Provide a daily schedule/agenda - NLT 15 days prior to training g. Provide two days of classroom and hands on training h. Conduct an in progress review brief with the Command staff NLT 15 days prior to the exercise (in person or via VTC/conference call) i. Facilitate an after action review for all participates l. Upon completion of the course, 7th WMD CST personnel should be able to: (1)Properly use, maintain, assemble and disassemble the Draeger DHS 7000 Hybrid system. (2) Ensure the equipment to OSHA and NIOSH standards 5. Travel: Contractor is required to travel to Jefferson City, MO, to conduct activities related to any or all of the tasks outlined in paragraph 4. 6. Period of Performance: 15-16 January 2013 7. Deliverables: The vendor shall provide technical training in support of the tasks outlined in paragraph 4 to the 7th WMD CST. 8.
