Description
Small Business Sources Sought: This is a Sources Sought announcement seeking only Small Business responses in order to determine Small Business participation in this acquisition. This Sources Sought Notice is issued solely to identify prime Small Business contractor sources and determine their capabilities to fulfill the Government's requirement. This notice does not constitute an RFP or a promise to issue an RFP in the future. Respondents are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this Sources Sought Notice. The Forest Service, Washington Office International Programs office are seeking U.S. small businesses for providing health and accident insurance services for eligible individuals for the International Visitor Program. These individuals may come from anywhere in the world to visit the United States. Types of coverage may include: 1. Basic health/accident insurance meeting or exceeding coverage standards for J-1 Exchange Visitor programs, which might be offered to individual or families on short- or long-term programs in the United States. 2. More extensive coverage and benefits for individuals and dependents, which exceeds the minimum coverage benefits for J-1 Exchange Visitors. 3. Provide health and accident insurance for participants in Fire & Aviation exchanges through which the participants are sometimes engaged in high risk activities such as firefighting, riding in fire trucks, small aircraft or helicopters, smoke jumping, etc. All policies must include coverage for program participants and their dependents which meets the minimum insurance coverage standards of the U.S. Department of State Exchange Visitor (J-1) Program. These can be found in the Code of Federal Regulations: 22 CFR 62.14 or on the U.S. Department of State website at: http://j1visa.state.gov/sponsors/how-to-administer-a-program. As per Department of State guidelines, insurance policies secured to meet the benefits requirements must be underwritten by an insurance corporation with an A.M. Best rating of "A-" or above, an Insurance Solvency International, Ltd. (ISI) rating of "A-I" or above, a Standard and Poor's Claims Paying Ability rating of "A-" or above, or a Weiss Research, Inc. rating of B+ or above. Firms must have online program management system for Forest Service staff. Firms must have the ability to provide for last minute coverage including capability for modifying and canceling coverage, as arrival and departure dates for international visitors often change from what the original intent was when insurance is first ordered. The North American Industry Classification System (NAICS) code for this acquisition is 524114, and the size standard is $35.5 million annually. Your response shall include the following information: size of company (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.), revenue for the last three years, relevant past performance on same/similar work for not more than three years and your company's capability to do this type of work. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. It is imperative that business concerns responding to this sources sought articulate their capabilities clearing and adequately.
