- Description: The U.S. Army Contracting Command (ACC) - New Jersey on behalf of the International Logistics Program Office - AIR 6.6F, at Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent River, Maryland, are currently seeking sources for acquisition logistics, sustainment, and life cycle Contractor Support Service (CSS) support for all of the Foreign Military Sales (FMS) programs across Naval Air Systems Command (NAVAIR). NAVAIR 6.6F serves as the principal advisor to the Director of Logistics Management Integration Department (NAVAIR 6.6), and the Director of International Program Office (NAVAIR 1.4), on matters affecting the acquisition logistics for NAVAIR managed FMS Programs (including FMS New Business Programs) across all platforms. The mission of AIR 6.6F is to provide customers with technical investigations and analyses of the Integrated Product Support (IPS) elements in support of their FMS programs. Based on the results of the technical investigations and analyses, AIR 6.6F provides recommendations to ensure cost effective, timely and technically complete Integrated Logistics Support (ILS) for FMS programs. AIR 6.6F is responsible for the acquisition logistics, sustainment, and life cycle support of various aircrafts, components, and weapon systems procured by foreign countries via the Naval Aviation Enterprise (NAE). The current countries supported include: Argentina, Australia, Bahrain, Brazil, Canada, Chile, Columbia, Denmark, Egypt, Finland, France, Greece, India, Indonesia, Israel, Italy, Japan, Jordan, Kuwait, Lithuania, Malaysia, Mexico, Netherlands, New Zealand, Norway, Pakistan, Peru, Philippines, Poland, Romania, Saudi Arabia, Singapore, South Korea, Spain, Switzerland, Taiwan, Thailand, Tunisia, Turkey, United Arab Emirates, United Kingdom and any emergent foreign countries under The United States European Command (EUCOM), Africa Command (AFRICOM), Pacific Command (PACOM), Central Command (CENTCOM), Northern Command (NORTHCOM), and Southern Command (SOUTHCOM) that require ILS services. Contractors interested in responding to this sources sought should be able to provide new and existing FMS customers with life cycle logistics support services, for the 12 IPS elements during all phases of the acquisition life cycle, including new program logistics support, sustainment logistics support, and the termination of logistics support. A detailed description of the IPS task requirements is included in Section 3: Scope - Specific Task Requirements of this Draft PWS. The 12 IPS elements are: 1.Product/Program Support Management 2.Sustaining Engineering 3.Supply Support 4.Maintenance Planning and Management 5.Packaging, Handling, Storage, and Transportation (PHS&T) 6.Technical Data 7.Support Equipment 8.Training and Training Support 9.Manpower and Personnel 10.Facilities and Infrastructure 11.Computer Resources 12.Design Interface Planned Acquisition: The Government anticipates a Cost Plus Fixed Fee (CPFF), Single Award, Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The estimated award date is Quarter 1 of Fiscal Year (FY) 15. HOWEVER, THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. Submission Information: All interested sources should submit their responses to both Ms. Laura Mackie at ACC-NJ, email address laura.a.mackie.civ@mail.mil and Mr. Mark Zator at ACC-NJ, email address mark.zator.civ@mail.mil. Submit capability statements (single spaced, front side only, Times New Roman 12 point font and a maximum of 12 pages in length (excluding the attached Personnel Availability Table)) demonstrating ability to perform the services listed in the attached DRAFT Performance Work Statement (PWS) entitled International Logistics Program Office NAVAIR 6.6F Integrated Logistics and Program Support, dated 06 December 2013. The capability statement shall at a minimum address the following: (1) Company profile to include: company name, company address, current business size status under associated North American Industry Classification System (NAICS) code (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business), points-of-contact information -(including name, address, telephone number, fax number, and e-mail address), number of employees, annual revenue history, office locations, Commercial and Government Entity (CAGE) code, Data Universal Numbering System (DUNS) number, and a statement regarding ISO certification (and whether or not it is certified to, compliant with, or exceeds ISO 9001:2000 or 2008). (2) Prior/current Department of Defense (DoD) corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract value, Government point of contact, and a brief description of the specific task areas in the referenced contract as it relates to the services described in the DRAFT International Logistics Program Office NAVAIR 6.6F Integrated Logistics and Program Support PWS; (3) Describe experience and capabilities in regards to your company's ability to manage DoD tasks of this nature and size. In your response, provide details of your management plan for ensuring the work would be staffed with qualified personnel able to start work by Quarter 1 FY 15. The staffing plan should address current hires available for assignment, possible subcontracting/teaming arrangements, and strategy (contingency hires) for recruiting and retaining qualified personnel. In addition, the attached Personnel Availability table shall be completed to demonstrate the ability to staff this effort. All information within this table shall be completed for each available candidate and in the format provided. A minimum of three candidates should be presented for each major PWS task area(s).
