- This Sources Sought Notice is for planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the NHTSA. The purpose of this Notice is to identify potential sources that may be interested in and capable of performing the work described herein. The NHTSA welcomes Corporate Capability Statements from all individuals and organizations. The NHTSA does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or NHTSA's use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of NHTSA's evaluation of the information received. As a result of this Notice, the NHTSA may issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against the NHTSA shall arise as a result of a response to this Notice. Speeding-related crashes continue to be a serious problem. While law enforcement is attentive to speed enforcement in most places around the country, diminishing resources and competing priorities can negatively impact their ability to effectively and efficiently deal with speed management. Data-driven approaches to resource management are becoming increasingly common and an emphasis on using crash data to determine when and where to direct traffic safety efforts, rather than focusing on quantity of citations, is becoming increasingly accepted practice in law enforcement. This project will investigate the use of a data-driven approach in speed program management to reduce speeding-related traffic safety problems. The goal of this project is to conduct a naturalistic study of speed management program efforts to reduce speeding-related safety problems in a medium sized city or county with a dedicated traffic law enforcement division. This project will select and work with a site with a speeding-related crash problem that is interested in making a concerted effort to reduce their speeding-related traffic safety problem. The site selected must be a medium sized jurisdiction (city or county with an approximate population of 150,000 to 500,000) with a dedicated traffic division and an analyst available to handle traffic data and statistical reports for local law enforcement. The Contractor shall work with the selected site to instrument targeted roadway sections with appropriate speed collection devices, collect roadway, enforcement, crash, and earned media data, and provide the data to the research team and NHTSA. The Contractor shall also provide this data to the site's law enforcement agency for use in their speed management efforts. The jurisdiction will then use the data in their traffic enforcement efforts according to their own policies and decisions. The Contractor shall collect the data and observe traffic enforcement activities and conduct an independent analysis of traffic speeds and enforcement levels on the targeted roadways to examine the relationship of speeding, traffic volume and crashes at those sites and to ascertain optimal levels of enforcement for reducing speeding and speeding-related crashes for those locations. The specific tasks for this project are as follows: •· Conduct a kick-off meeting. •· Prepare a project work plan. •· Select a site for this project that meets the required criteria for participation. •· Establish a working relationship with the selected jurisdiction. •· Work with the selected jurisdiction to determine roadway sections within the jurisdiction that have speed-related crash problems. •· Once the targeted roadway sections have been selected, work with the jurisdiction to instrument these sections of roadway with appropriate measurement devices that will provide continuous data collection at these sites for up to two years. Data to be collected with these installed measurement devices must include, at a minimum, traffic volume, individual vehicle speeds, time of day and date for all lanes on these sections of roadway. •· Ensure that the roadway data is provided to the jurisdiction's data analyst in a regular and timely manner so that the analyst can generate data reports for local law enforcement's use in their speed management activities. •· Work with the site's law enforcement agency to collect information on crashes and the level of speed management / enforcement activity at the targeted roadways throughout the project. Additional data may be required for other locations as controls for the study. •· Maintain a copy of all roadway and enforcement data collected during this study for use in an independent analysis of roadway data and law enforcement activities. •· Prepare a data analysis plan. •· Conduct an independent analysis of the data from the targeted roadways and enforcement on those roadways to determine the relationships between speeds and crashes on those roadways and the impact of varying levels of enforcement on the targeted roadways in reducing speeds and speed-related crashes. •· Produce a final report on the activities that occurred during this project and the results of their analyses of the roadway data, crashes and law enforcement level of effort. •· Provide NHTSA with a copy of all data sets collected for this project and full documentation for these data sets as well as scripts for all data analyses. Format of Corporate Capabilities Statement: Any interested organizations should submit the Corporate Capability Statement which demonstrates the firm's ability and interest in no more than 10 pages to perform the key requirements described above. All proprietary information should be marked as such. All respondents are asked to indicate the type and size of their business organization, e.g., Large Business, Small Business, Small Disadvantaged Business, Women-Owned-Business, 8(A), Historically Black College or University/Minority Institution (HBCU/MI), educational institution, profit/non-profit organization, in their response. Interested offerors shall respond to this Sources Sought Notice no later than 15 calendar days from date of posting. E-mail is the preferred method when submitting responses to this Notice.
