- The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a requirement to provide the acquisition, development, fielding, operations, maintenance, and sustainment of Threat systems for Army testing and training. PEO STRI anticipates a requirement for Operations and Maintenance (O&M) Integrated Support. Threat Systems Operations Maintenance and Integrated Support (TSOMIS) will encompass providing the test and evaluation and training community with services that are capable of operating, maintaining and sustaining ground and airborne Threat Systems. The Threat Systems must be maintained, operated and sustained to provide realistic Threat capabilities for Operational and Developmental testing and training with the U.S. Army. This support will include engineering, configuration management, technical inspections, testing, evaluations, validation and accreditation, transportation, site surveys, transportation upload and download support, logistics, developmental support, integration, storage, maintenance, operations, and training including items of support equipment such as system spare parts, special tools, test equipment and depot level documentation. There are two locations anticipated as the place of performance for these services and support. They are Government facilities at Redstone Arsenal (RSA), Alabama, 35898 and Government facilities at White Sands Missile Range (WSMR), New Mexico, 88002. The Government anticipates a Single Award Indefinite-Delivery/Indefinite-Quantity (ID/IQ) contract vehicle to be awarded. The Contract Line Item Number structure for the task orders will be structured appropriately to the level of effort to be performed. The predominance of the work will be CPFF and Time and Materials. The period of performance is anticipated to be one base year and four one-year options for a potential period of performance of five-years. The estimated dollar value is approximately $45M. Attached are the Draft Solicitation documents for TSOMIS and questions and answers from Special Notice posting TSOMIS Sample Task Scenario dated 26 September 2013. The previous Solicitation number was W900KK13TSOMIS. The office (SFAE-STRI-KOT) is seeking questions, comments, and/or suggestions with regard to the draft documents. The anticipated Procurement Acquisition Lead Time (PALT) milestones are as follows: Anticipated Event Approximate Dates: Release of TSOMIS Draft Solicitation: 06 December 2013 Deadline for submission of Questions to Draft Solicitation: 17 December 2013 Release of TSOMIS Final Solicitation: 13 January 2014 Proposal Submission: 13 February 2014 Target Award Date: 24 November 2014 All correspondence shall be submitted via e-mail to Terri Harvey, terri.l.harvey10.civ@mail.mil no later than 1500 Eastern Time by the deadline submissions identified above. Any additional questions and answers will be provided as an attachment to the Final Solicitation. Proposal preparation time is anticipated to be 30 days. Draft documents are subject to change. Any additional draft documents will be posted as they become available.
