- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number "F2R1A13311A002, Uninterruptible Power Supply Extended Warranty" is hereby issued as a Request for Quotation (RFQ) using FAR Subpart 13.1 Simplified Acquisition Procedures. The award is anticipated to be a sole source acquisition to Nationwide Power Solutions Inc. and is under North American Industry Classification System code 811219 with a small business size standard of $19M. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-71, effective 25 November 2013 and the Defense Federal Acquistion Regulation Supplement (DFARS) Change Notice 20131118 effective 18 November 2013. CLIN 0001: Provide Extended Warranty for six (6) Uninterruptible Power Supplies manufactured by Mitsubishi for the support of T-6 and T-38 Simulators, to include 24/7 Emergency Service, Parts, and Labor with a 4 hour response time. Period of Performance 21 Dec 2013 - 30 Sep 2014. PSC J061 Monthly Unit Price $________ Line Item Total $_________ This acquisition is a single source requirement in accordance with (IAW) FAR 13.106-1(b)(1)(i) "Soliciting from a Single Source." For purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. It is the offeror's responsibility to be familiar with the applicable clauses and provisions. Clauses and provisions may be accessed via the Internet at website http://farsite.hill.af.mil. The provision FAR 52.212-1 Instructions to Offerors - Commercial Items (Jul 2013) and the applicable addendum apply to this acquisition. The addendum references FAR 52.212-1(b)(8) and is hereby tailored as follows: FAR 52.212-1 Addendum SUBMISSION OF COMPLETE QUOTES: All quotes must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Failure to furnish a complete quote, at the time of quote submission, may result in the quote being unacceptable to the Government and eliminated from consideration for award. A complete quote must include the following: • Provision 52.212-3 Alt I • Clause 52.219-28 • Provision 52.222-22 • Provision 52.222-25 FAR 52.212-2 Evaluation - Commercial Items (Jan 1999) is applicable to this acqusition and the evaluation criteria stated in paragraph (a) of the provision shall be tailored as follows: award will be made if price can be determined fair and reasonable and offeror can be determined to be responsible. Paragraph (b) is hereby not applicable to this acquisition. Offerors shall include with their offer a completed copy of the provision FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Nov 2013) and Alt I (Apr 2011). An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (o) of this provision.
