Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Five individual Self-Contained real property appraisal reports for the purpose of estimating the Market Value (MV) for 50:1 Glide Slope avigation easement estates to be acquired by the Federal Government (Government) from five privately owned properties that adjoin Pope Airfield/Fort Bragg Military Installation (Installation) in Spring Lake, Cumberland County, NC. The appraisal reports shall be used to assist in negotiating the acquisition of the easements and possibly filing any required eminent domain actions with the Department of Justice (DOJ) if acquisitions through direct negotiations are unsuccessful. Government acquisition of easement estates for air rights (and supporting ground ingress & egress rights) to support a 50:1 glide slope for the runway approach at Pope Airfield, Spring Lake, NC. The Installation has determined there is tree growth interfering with the lower zone level of the 50:1 glide plane path. The trees are on private lands, therefore an easement must be secured from the property owners to allow the government to enter the property to remove trees and to maintain future tree growth to a level 10' below the glide path zone. In addition to tree control, there are seven other specific property rights to be acquired under the 50:1 Glide Slope easement estate.
