- NASA/KSC has a requirement for one (1) Connext DDS Target Library Standardization for AIX 7. The Target Library will be added to the related platform (generic OS/Compiler) on the Parallel Application Manager (PAM). NASA/KSC intends to purchase the items from Real-Time Innovations Inc. (RTI). This purchase constitutes both software assurance plans renewals and product upgrades. Opening competition in a way that other solution providers bid to satisfy the requirements currently addressed by RTI may result in the LCS software engineering organization being forced to replace all current deployments of RTI with another solution. Such a significant change would bring about a heavy cost impact in both new license purchases as well as workforce training. A common operating system is essential to maintain compatibility and a consistent environment for software development. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. local time on December 20, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
