Container Handler Signed LSJ General Services Administration (GSA) Federal Acquisition Service (FAS) Southwest Supply Operations Center (SSOC) Acquisition Division (QSDLA) Branch 2 (QSDLAB) LIMITED-SOURCE JUSTIFICATION IDENTIFICATION OF THE AGENCY AND CONTRACTING ACTIVITY The requiring agency is the 0003 HQ USAFOR-A Kabul Operation Enduring Freedom located at Kabul AFB, Kabul, Afghanistan. The contracting activity is the General Services Administration, Global Supply, Southwest Supply Operations Center, 819 Taylor St., Fort Worth, TX 76102. DESCRIPTION OF THE ACTION BEING TAKEN This action is to request the approval for a Firm-Fixed Price Delivery order for the supply of two (2) each Rough Terrain Container Handlers, Kalmar p/n RT-250 to be delivered to Q USAFOR-A Kabul, Kabul AFB, Kabul, Afghanistan in support of Operation Enduring Freedom. This will enable the U.S. Air Force to provide immediate response to assist in the draw-down of forces from the Afghanistan contingency area. This requirement for the Kalmar RT-250 Rough Terrain Container Handler is only available from one GSA Schedule contract, American Material Handling, Inc., GS-07F-0254U. This LSJ supports the Request for Quote (RFQ) for the two (2) each Rough Terrain Container Handlers, Kalmar p/n RT-250. The RFQ and approved LSJ will be posted to GSA e-Buy under GSA Schedule 56 titled BUILDINGS AND BUILDING MATERIALS/INDUSTRIAL SERVICES AND SUPPLIES, and Special Item Number (SIN) 629 01A, Forklifts - Electric, Gas, LPG, and Diesel Powered. DESCRIPTION OF SUPPLIES REQUIRED TO MEET AGENCY's NEEDS The customer has submitted MIPR MIPR2KGFNR0002 and a signed Inter-Agency Agreement (IA). The total estimated value for this effort is $1,724,213.04. PRODUCT DESCRIPTION Kalmar RT-250 Rough Terrain Container Handler 4-wheel drive Able to stack 9'6" containers 3 high, reach 2nd row of containers, hydraulically controlled tophandler adapts to both 20' and 40' containers, includes transport tiedowns front and rear, climate controlled cabin, spring applied - hydraulic released park brakes, electronic safe working load system with built-in test, dry boom system, extended PM intervals, tool compartment, work lights. IDENTIFICATION OF STATUTORY AUTHORITY This acquisition is conducted under the authority of the Multiple Award Schedule (MAS) program. The primary statutory authorities for MAS are Title III of the Federal Property and Administrative Services Act of 1949 ( 41 U.S.C. 251, et seq.) and Title 40 U.S.C. 501, Services for Executive Agencies. The circumstances and rationale for limiting consideration to select schedule contractors for award follows: FAR 8.405-6(b) Items peculiar to one manufacturer. An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer. DEMONSTRATION OF THE PROPOSED MANUFACTURER'S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY The Model RT250 Rough Terrain Container Handler manufactured by Kalmar RT Center LLC is the only known commercially available container handler that meets all the Government's minimum functional requirements, specifically those necessary for rapid deployment from CONUS locations to a forward-deployed contingency venue which may be a CONUS or OCONUS location. The Kalmar RT250 Rough Terrain Container Handler is equipped with a patented folding boom design that allows the machine to be quickly converted from operational mode to transport mode without disassembly, special tools, or lifting equipment. This patented folding boom design feature enables the machine to be loaded into either a military C-5 or C-17 aircraft. The Kalmar Model RT250 is the only rough terrain container handler that can be shipped by military air transport fully assembled. The Kalmar Model RT250 is the only rough terrain container handler of its size currently certified by the Department of the Air Force for "drive on" ready air transport. All other manufacturer's rough terrain container handlers must be disassembled using trained personnel and special tools. The disassembled components would then need to be crated and marked in accordance with military air transport requirements. Upon arrival at venue, the disassembled components would need to be unpacked and reassembled using trained personnel and special tools. DETERMINATION THAT THE ANTICIPATED AWARD WILL BE THE BEST VALUE A best value determination will be documented. Prior to placing the order, the Contracting Officer will seek price reductions from American Material Handling Inc., GS-07F-0254U, listed under Schedule 56, Special Item Number 629 1A. As a matter of indirect pricing comparison, the Contracting Officer will seek out additional pricing data and recent sales history from American Material Handling to substantiate the price reasonableness of these items. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED A review was conducted of GSA Advantage for Container Handlers and Rough Terrain Forklifts and only 2 items were identified (Kalmar RT-250 and the Hyster RS 45-31 Reach Stacker) of which only the Kalmar Rt-250 was acceptable to meet the customers mission requirements.
