- C-1 Justification and Approval (J&A) for Medical ECAT Contract for Hologic LP ThinPrep Pap Test Kits and Related Supplies DLA Troop Support, in supporting the requirements of the Department of Defense (DoD) Military Health System (MHS), has been tasked with developing e-business solutions for Manufacturer Direct Products through the DLA Troop Support Medical Electronic Catalog (ECAT) System. The goal of the Manufacturer Direct Program is to establish alternatives to manual "open-market" purchasing activity by re-engineering the business process to utilize electronic commerce, maximizing the benefits of greater cost-savings and higher efficiencies. These innovations are designed to emulate best business practices in accordance with the Federal Acquisition Streamlining Act (FASA) of 1994. The objective of this solicitation is to establish a five-year follow-on Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with Hologic LP for their ThinPrep Test Kits (i.e. ThinPrep Pap Test Kit and the ThinPrep Imager Test Kit) and related supplies used on their ThinPrep Systems (i.e. ThinPrep 2000, ThinPrep 3000, and ThinPrep Imager) that are currently being used at many of the Department of Defense (DoD) Military Treatment Facilities (MTFs) worldwide. This procurement initiative will establish a follow-on contract to continue supporting MTFs' worldwide requirements through ECAT. Hologic LP is the only FDA-approved company for bi-modal testing (Pap and HPV testing). The Hologic ThinPrep Pap Test Kit is used by most of the Army, Navy and Air Force MTFs. Hologic's test kits and testing equipment are considered "closed systems" meaning that only Hologic LP can provide the reagents and consumables that are specifically configured to work on their equipment (i.e., one manufacturer's reagents will not work on another manufacturer's equipment.). See attached justification for other than full and open competition (10 U.S.C. 2304 (c)(1)) for further information. Hologic offers their ThinPrep Pap Test Kits under the Cost-Per-Test (CPT) and Non-CPT pricing methodologies. The majority of DoD MTFs purchase Hologic's ThinPrep Pap Test Kits under the CPT pricing methodology. The non-CPT pricing will also be available for those MTFs that already own their equipment and only need to purchase the ThinPrep Pap Test Kits and consumables. Under the CPT pricing methodology, Hologic provides the testing equipment to the individual MTFs. The test kit unit price is inclusive of the equipment usage fee, maintenance, training, software upgrades, the ThinPrep test kit and consumables. Under this arrangement, title to the testing equipment remains with the contractor. The contractor is responsible for providing the computer hardware and software necessary to transmit and receive electronic commerce and communication transaction sets. The contractor will have the option of transacting business with ECAT utilizing Electronic Data Interchange (EDI) and/or ECAT's Supplier Order Management (SOM) internet-based interface. The proposed follow-on acquisition is expected to result in a Firm-Fixed Price Indefinite Delivery/Indefinite Quantity contract with a five (5) year period of performance, no options. The estimated dollar value for the proposed acquisition is $29,000,000.00 and the maximum dollar value for the five (5) year period is $58,000,000.00. Solicitation SPM2DE-14-R-0004 is expected to become available on or around December 10, 2013 and will be found on the DLA Internet Bid Board System ( https://www.dibbs.bsm.dla.mil/default.aspx ). Numbered Note 22 applies to this procurement.
