- Request for Information (RFI) will be used as market research Solicitation Number: None A solicitation may be issued contingent upon the passage of the National Defense Authorization Act for Fiscal Year 2014. Notice Type: Special Notice Synopsis: DLA Strategic Materials oversees the operations of the National Defense Stockpile in accordance with the Strategic and Critical Materials Stock Piling Act (50 U.S.C. 98 et seq., the "Act"). National Security Space (NSS) qualified lithium ion battery precursor materials have been identified as strategic and critical materials in accordance with the Act. Therefore, DLA Strategic Materials is seeking to identify suppliers for space qualified lithium ion battery precursor materials. In particular, DLA Strategic Materials is looking for manufacturers of lithium cobalt oxide (LCO), Lithium Nickel Cobalt Aluminum Oxide (LNCAO), and Mesocarbon Microbeads (MCMB). DLA Strategic Materials will use information gathered from this Request for Information (RFI) for planning purposes relating to stockpiling in accordance with the Act. Interested suppliers should submit the following to DLA Strategic Materials: 1. Company Name, Location, and CAGE Code. 2. A brief description of the lithium ion battery precursor materials produced by your company and the location of production lines for LCO, LNCAO, and MCMB. 3. Proof that the lithium ion battery precursor materials are qualified or undergoing qualification for NSS applications. Acceptable proof can be a current government contract for qualification or information for a government Point of Contact (POC) who can verify that your LCO, LNCAO, and MCMB products are undergoing qualification. Submittals to this RFI or questions relating to this RFI should be sent to Najiyyah Mahdi by no later than 1:00 pm Eastern Standard Time on 20 December 2013.
