- Attachment 3 - PP Survey Attachment 2 - PP Reference List Maps by Hours (3 - 6 hours) Exhibit E - Price List Exhibit D - Price List Exhibit C - Price List Exhibit B - Price List Exhibit A - Price List Attachment 1 - Vehicle Driver Services SF 1449 Vehicle Driver Services Notice to Offerors Offer Due Date/Local Time: 1000 hours, 14 Jan 2014 (Japan Standard Time - JST) The Contractor shall provide all labor, administration, supervision, and other items and services necessary to perform the Yokota Force Support Squadron Vehicle Operations (FSCVO) Non-Appropriated Fund Vehicle Driver Services including all transportation requests in accordance with the requirement of this Performance-based Work Statement (PWS) and applicable Japanese passenger transportation laws and pertinent regulations, and commercial practices. The bus driver services include daily local commuting, long-haul, overnight, administrative, tours and private request transportation services for Yokota AB communities. PROFESSIONAL QUALIFICATIONS. The Contractor's drivers shall possess the following professional qualifications to furnish the required services specified in the PWS: A. A Japanese Chauffeur's license (NISHU MENKYO-第二種運転免許) (1) A holder of Japanese large vehicle (OOGATA NISHU MENKYO-大型二種免許) chauffeur's license can drive any type of vehicle listed in Appendix B. (2) A holder of Japanese medium size vehicle (CHUUGATA NISHU MENKYO-中型二種免許) chauffeur's license can drive vehicles whose capacity is equal to or less than 29 passengers including driver. (3) A holder of Japanese sedan type (FUTSUU NISHU MENKYO-普通二種免許) chauffeur's license can drive only vehicles whose capacity is equal to or less than 10 passengers including driver. A holder of Japanese sedan type chauffeur's license can drive sedan and medium size vehicle if he/she received a license prior to 2 Jun 07 when a category of medium size of vehicle was created. (4) All drivers and the vehicles that they are certified to operate must be provided in a memorandum format to meet the requirements of AFI 24-301 paragraph 8.10. This memorandum must be provided to the KO and COR prior to contractor representatives operating vehicles under this contract. Driver's Credentials including Specific Tasks to be Accomplished. All vehicle drivers shall: A. Have basic English conversation skills that are able to communicate with American customers regarding estimated arrival time, stopping for using rest rooms and other in route emergencies upon the request, coordinating pick-up of pets from airport cargo, etc. Use of a remotely located translator (i.e. calling someone by telephone) may not be used to meet the basic English conversation skills requirement, but may be used when more advanced language capabilities are required to make up for limited driver language ability. To meet the basic English competency, upon award of the contract the Government will provide the Contractor's drivers to be tasked exclusively for "Chauffeured Driver Services" (see Appendix C for Definitions) with English test to evaluate if they are eligible to meet the basic English communication skills as required for the performance of this contract. The test will be provided immediately after award but not later than the date shortly before the commencement of the contract. If new drivers are hired in any phases of the contract periods to perform the aforementioned chauffeured driver service, they will be also given the applicable test by the Government. The test shall consist of a series of multiple choice questions to determine if the driver can understand and react to common situations encountered while providing services such as: a. Requests to use restroom facilities b. Requests to procure food and beverage items c. Requests to make a stop in route d. Requests to adjust vehicle temperature B. Have cellular phone with e-mail capability and hands free system for operation while driving. The phone must be functional, with the driver, and answered at all times while performing services within the scope of this contract. IAW Japanese road laws, the hands free system must be used when answering the phone while operating a motor vehicle. C. Be required to sell, track sales, and submit reports of sales of shuttle tickets and/or collect transit fares (in English). D. Utilize and submit tachograph charts supplied by FSCVO. E. Assist customers with loading and unloading of luggage. F. Refuel and clean the interior of the vehicles after use. G. Be capable of accomplishing minor roadside repair such as changing tires, installing tire chains and replacing light bulbs. H. Obtain a signature from the customer at the final destination/drop-off point validating the start/stop times on the driver's log.
