- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement is being issued as a request for quotation (RFQ) and constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular #2005-70 Effective 30SEP2013. This combined synopsis/solicitation is set-aside 100% for Small Business with no preference being given. This acquisition will be competed to the full extent required by regulation. The NAICS code that applies is 333923 and business size is 500 Employees. This requirement is for hoist, hook, and sling inspection services at the 162nd Fighter Wing, 1500 E Valencia Rd, Tucson, AZ, 85706. This requirement is for one (1) base year plus four (4) option years. Services are required IAW the schedule provided on the Performance Work Statement (see schedule in attached PWS). The contractor shall provide all labor, tools, materials, and transportation necessary to accomplish hoist, hook, and sling inspections and load test services at the Arizona Air National Guard Base, 162nd Fighter Wing, 1500 E Valencia Rd, Tucson, AZ, 85706. This shall cover the period set forth in the contract. Offerors shall forward past performance questionnaires to at least 3 references and request that responses be sent directly to 162FW Mission Support Contracting office by 10:00am Arizona time 11 December 2013. A site visit is scheduled for 9:00am Arizona time 5 December 2013. Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. This is a best value acquisition. The Government will make an award to the responsible offeror whose offer conforming to the solicitation is the most advantageous to the government.
