Description
This Request for Information (RFI) is in support of the Defense Health Agency (DHA), Defense Health Services Systems (DHSS), to acquire an expandable HIPAA compliant Secure Messaging solution in a Federal Risk and Authorization Management Program (FedRAMP) certified elastic private cloud computing environment. The proposed solution will have the capability to phase in additional Patient-Centered Virtual Healthcare Experience (PCVHE) functionality to include; Personal Health Record, Primary Care Medical Home Web-portal, Appointment Management, and Medication Management. Additional desired features are listed in the attached statement of objectives. System certification and accreditation support, system administration services, set-up, implementation and training services are also required. All vendors are provided a fair opportunity to submit a proposal under this request. Only one contract is anticipated to result from this RFI, however the Government reserves the right to withdraw, modify, or eliminate various aspects of the requirement (including contract vehicle type) curdetermined to be too costly or impractical prior to award. Responses are due to this RFI by 10:00 AM Eastern Time on 19 December 2013. See Section 6.0 for further information (Page 102 of RFI). The Government is requesting capabilities statements from industry. This is not an opportunity to field questions. However some questions received identified areas where additional information is warranted. For sake of clarity, the Government is anticipating the release of a new requirement at some point in Fiscal year 14. There is no current underlying platform or accepted hosting environment as yet. Obtaining an Authority to Operate has been problematic to date. The purpose of this RFI is to: obtain capabilities statements from companies with the knowledge and proven experience in the Secure messaging arena; obtain market research for the Government to determine its best course of action, contract vehicle, and contract type; and for the Government to obtain a list of companies with the knowledge and proven skills in secure messaging to potentially invite to an Industry Day. An Industry Day (no date established yet) would be an opportunity for Industry to assist the Government in refining its Performance Based Statement of Work. CAUTION: This is an active requirement. Contractors are strictly prohibited from discussing this requirement with any member of the identified program office. All discussion shall be with the POC listed below. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will not be returned. Interested parties are asked to respond to this RFI and submit a capability statement that supports the focus of this RFI. No written solicitation document is available at this time. Telephone requests will not be honored, and no bidders list shall be maintained.
