- Intent to Single Source The U. S. Army Corps of Engineers, Walla Walla District, is issuing this special notice to inform industry of the intent to Single Source [as prescribed in FAR 13.106-1(b)] with Pacific States Marine Fisheries Commission (PSMFC), 205 SE Spokane St, Suite 100 Portland, Oregon 97202. Prior to soliciting, a determination not to compete this proposed contract has been made due to no response received from the sources sought; implemented by FAR 13.106-1(b): there is only one responsible source and no other services will satisfy agency requirements. This requirement is to provide tests on passive integrated transponders (PIT) tags from several manufactures. A PIT tag is classified as a sonar reading tag under the Standard Industrial Code #3812 and is subject to radio frequency licensing. The PIT tags being tested will be glass-encapsulated measuring approximately 12-12.5 mm long by 2.0-2.1 mm in diameter. The tag can be coded with one of 35 billion unique codes. This procurement is being conducted using commercial item procedures pursuant to FAR part 12 and FAR part 6. The North American Industry Classification System (NAICS) for this requirement is 541380, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. The Small Business Administration size standard for this sector is $14,000,000. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Interested parties may identify their interest and capabilities no later than 2:00 p.m. Pacific Time on 24 December, 2014.
